As the whole country is rallying to study and implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, on the afternoon of November 3, the Party Committee of our institute promptly convened a theoretical study session of its central group. The meeting thoroughly conveyed and studied the spirit of the Fifth Plenary Session, with particular emphasis on the important remarks delivered by General Secretary Xi Jinping at the session, and made arrangements for the institute’s efforts to learn from, implement, and carry forward the spirit of the Fifth Plenary Session. The meeting was chaired by Wang Qingfeng, Secretary of the Party Committee and Vice President, with Zhang Shuqi, a member of the Party Committee and Vice President, leading the study. Other members of the Party Committee, the Chief Engineer, and the Assistant to the President also attended.

  The meeting concluded that the Fifth Plenary Session of the 19th CPC Central Committee was a highly significant gathering held at a pivotal historical juncture—when the decisive victory in building a moderately prosperous society in all respects is within reach and the new journey toward fully building a modern socialist country is about to begin. As state-owned enterprises, we must thoroughly study and implement the spirit of the session, adhere to its guiding principles, uphold the “five steadfast commitments,” continuously strengthen the competitiveness, innovation capacity, control, and influence of the state‑owned economy, enhance our risk‑resilience, and strive to achieve excellence, strength, and scale.

  The meeting called for the entire institute to regard studying and implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee as a key task for the present and the period ahead. Organized by party branches and departments, this work should be carried out in light of the institute’s specific circumstances, aligning the thinking and actions of Party members, cadres, and staff with the spirit of the plenary session, and striving tirelessly to effectively plan for and achieve the institute’s goals and tasks during the 14th Five-Year Plan period.

  Prior to the meeting, members of the Party Committee also engaged in a集中学习 session on the spirit of General Secretary Xi Jinping’s important speech at the commemorative conference marking the 70th anniversary of the Chinese People’s Volunteers’ participation in the War to Resist U.S. Aggression and Aid Korea. In addition, Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, led a study of the chapter “Upholding Bottom-Line Thinking and Focusing on Preventing and Resolving Major Risks” from Xi Jinping: The Governance of China, Volume III. Participants then watched the integrity‑education warning video “Without Observing Rules, There Can Be No Happy Life,” using real‑world cases of misconduct to underscore the need for Party members and leading cadres to strengthen their bottom-line thinking and strictly abide by Party rules and discipline.
