Public Notice Regarding the “Soil Contamination Assessment Project for Plot C-06-U12, West of Shengli Road and East of Longteng Road in Unit K3”


On behalf of the Land Reserve Center of the High-Tech Industrial Development Zone in Tai’an City, Shandong Province, our unit (Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau) is now conducting an investigation into the soil contamination status of Plot C-06-U12, located west of Shengli Road and east of Longteng Road in Unit K3 of Tai’an City.

1. Project Overview and Basic Information

The survey covers a land area of 4,382 m². The site was originally classified as agricultural and forestry land within the urban–rural land category. According to the Taian City “Detailed Control Plan for the Plot West of Shengli Road and East of Longteng Road in Unit K3,” the area is designated as public facilities land (power supply land) within the urban construction land category, with a second-class land-use classification. A substation on the site has now been completed.

2. Overview of On-Site Sampling

A total of five soil monitoring sites and one soil reference site were established.

3. Test Results

In the soil samples collected, with the exception of hexavalent chromium, arsenic, cadmium, copper, lead, mercury, and nickel were all detected. The concentrations of these detected parameters did not exceed the screening values for Class II land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018). Furthermore, none of the 27 volatile organic compounds, the 11 semi-volatile organic compounds, or the total petroleum hydrocarbons were detected.

All soil parameters at this site are below the screening values for Class II land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018), indicating that the risk to human health is negligible.

4. Conclusions and Recommendations

Within the scope of this investigation, the site is not classified as a contaminated site and therefore does not need to be subject to contaminated‑site management. The risk to human health is negligible, so no further detailed investigation into the contamination status is required, and the soil‑contamination assessment may be concluded. Accordingly, the planned use of the land within the investigation area as public‑facility land is deemed feasible.

The findings of this investigation are based on the site’s existing conditions and current assessment criteria. Should the land use designation or the applicable assessment standards change in the future, the existing investigation conclusions should be reassessed, and, if necessary, a new soil contamination survey and evaluation shall be conducted.

During this soil contamination assessment, every effort was made to objectively and accurately characterize the distribution of site‑specific contaminants; however, some uncertainty remains. The managing authority should implement stringent site management practices to prevent the introduction of external pollutants that could compromise soil quality on the property.
