The Third Party Branch studied and implemented the spirit of the Fifth Plenary Session of the 19th CPC Central Committee through party group meetings.

Recently, the Third Party Branch convened a party group meeting to study in depth the spirit of the Fifth Plenary Session of the 19th CPC Central Committee.
The Resource and Environmental Party Group has put into practice the principle of “establishing party branches at project sites and flying the party flag on construction grounds.” On December 2, it convened a party group study session at the site of the geological environment remediation and ecological restoration project for closed open-pit mines in Zichuan District. The session seamlessly integrated the study and implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee with project management and on-site inspections and guidance by the institute’s leadership, thereby using party building to drive business development and strengthening party building through practical work. During their inspection and guidance visit to the project site, the institute’s president and deputy secretary of the Party Committee, Diao Haizhong, along with Party Committee member, vice president, and trade union head Sun Xinyong, attended the meeting. Comrade Diao Haizhong and Comrade Sun Xinyong each delivered an engaging short party lecture.
On November 26, the Mineral Development (International) Party Group convened a meeting centered on studying the Communiqué of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China. Comrade Yin Xing briefed the attending party members on the key points and main contents of the communiqué, after which participants took turns sharing their insights and experiences in light of their respective roles and responsibilities. Chief Engineer Peng Mingzhang urged the department to ensure that its Party building efforts and production activities remain closely aligned with the directives of both the Bureau Party Committee and the Institute Party Committee. He further suggested that the department seize the opportunity presented by studying and implementing the spirit of the Fifth Plenary Session to conduct an in-depth analysis of domestic and international developments, national policies, and industry trends, thereby clarifying its strategic direction. He also encouraged all party members to continue playing a pioneering and exemplary role. In turn, Director Yang Xiaosan, drawing on his own study and reflections and taking into account both international and domestic conditions as well as industry dynamics, emphasized that the branch institute would focus on managing risks, seizing opportunities, thoroughly understanding relevant policies, and identifying strategic entry points. Guided by Party building, he pledged to continuously drive the department’s development toward new breakthroughs.
On December 4, the Hydrological Environment Party Group convened a meeting. The meeting was chaired by Comrade Zhu Guangji, a member of the branch committee and head of the party group. Key topics of study included the Communiqué of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the special feature “These Matters That the General Secretary Cares About—Building a Beautiful China: Tracing Xi Jinping’s Green Footsteps Over the Past Five Years.” The party group conducted a systematic study of the full text of the plenary session communiqué and engaged in discussions, sharing insights and experiences. By reviewing Xi Jinping’s green initiatives over the past five years, the group unanimously agreed that General Secretary Xi Jinping has consistently placed great importance on safeguarding our lush mountains and clear waters and on advancing ecological civilization. Over the past five years, General Secretary Xi has repeatedly formulated strategies and implemented concrete measures, guiding the Chinese people to largely achieve the goals of building a Beautiful China.
Going forward, the Third Party Branch, under the leadership of the Hospital Party Committee, will continue to make effective use of the study guide “One Hundred Questions on the Study of the CPC Central Committee’s Fifth Plenary Session of the 19th CPC Central Committee: The Suggestions,” as well as online learning resources. It will organize diverse learning formats to encourage branch members to deeply study the spirit of the Fifth Plenary Session of the 19th CPC Central Committee in light of their respective duties, ensuring that they study the documents word for word and in context, while also engaging in extensive exchanges of their insights and experiences.
