Clarifying Responsibilities, Supervising Responsibilities, and Assessing Responsibilities: The Party Committee of the Group (Bureau) Held the 2020 Annual Review and Assessment Meeting on Grassroots Party Building Work Led by Party Organization Secretaries.

To further strengthen the leadership of Party organization secretaries in Party building, extend the comprehensive and rigorous governance of the Party to the grassroots level and deepen its implementation, and enhance the quality of grassroots Party building, on the afternoon of January 18, the Party Committee of the General Administration convened, via video conference, the 2020述职评议考核 meeting for secretaries of Party organizations in directly affiliated units. Shang Honglin, Secretary of the Bureau’s Party Committee and Director, presided over the meeting and delivered a concluding address.

At the performance‑reporting and evaluation meeting, the secretaries of the Party organizations from six on‑site reporting units—the Zhejiang Institute, the Henan Bureau, the Shandong Institute, the Hubei Institute, the Guangxi Institute, and Rongji Company—presented comprehensive reports in accordance with the target responsibility agreements signed at the beginning of the year. Their reports focused on the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; the thorough execution of the spirit of the Fourth and Fifth Plenary Sessions of the 19th CPC Central Committee; the continued consolidation and deepening of the outcomes of the National Conference on Party Building in State‑Owned Enterprises and the thematic education campaign “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind”; as well as the problems identified and plans for the next steps. In line with the “one report, one evaluation” requirement, the General Administration’s evaluation and assessment team provided on‑site commentary on each Party organization’s performance, acknowledging achievements while pointing out existing issues and shortcomings, and setting forth specific requirements for Party building work in 2021. Meanwhile, the remaining units that submitted written reports were assessed and scored.

In his concluding remarks, Shang Honglin emphasized three key points: First, we must steadfastly use high‑quality Party building to drive high‑quality development. As 2021 marks both the centenary of the founding of the Communist Party of China and the inaugural year of the 14th Five‑Year Plan, all units should firmly take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, accurately grasp the overarching requirements for Party building in the new era, and focus closely on two priority tasks—“celebrating the 100th anniversary of the CPC and commemorating the fifth anniversary of the National Conference on Party Building in State‑Owned Enterprises.” We must earnestly implement the central enterprises’ “Year of Innovation and Expansion in Party Building,” further enhancing the leadership role of Party organizations in setting direction, overseeing the overall situation, and ensuring effective implementation; innovate approaches and methods in Party‑building work; extend Party‑building efforts to the grassroots level and deepen their reach; and, through high‑quality Party building, steer high‑quality development. Second, we must continuously strengthen the political functions and organizational capacity of Party organizations. Secretaries of Party organizations at all levels should prioritize enhancing organizational strength while highlighting political functions, adopting a Party‑building framework that “takes strengthening political development as the overarching principle, relies on solidifying the two responsibilities as the key leverage, is guided by promoting two objectives, employs three integrations as concrete measures, and aims to achieve four areas of focused effort,” thereby comprehensively elevating the standard of Party‑building work. Third, we must earnestly fulfill our political responsibility for governing the Party and ensuring its integrity. We must firmly uphold the principle that “strengthening Party building is tantamount to advancing development,” raise our political awareness across the board, and reinforce our sense of responsibility. Party organizations must assume full “principal responsibility” for Party building, with secretaries serving as the “primary responsible persons,” while also ensuring that all members of the leadership team strictly discharge their “dual‑responsibility” obligations. Pressure must be cascaded down through all levels, tasks implemented item by item, and Party‑building initiatives planned, advanced, and synchronized with production and business operations, achieving resonance and synergy at every stage.

Members of the Party Committee and senior executives of the General Administration, heads of relevant Party affairs departments within the agency, as well as leading teams and heads of Party affairs departments of all directly affiliated units attended the meeting.
