Uphold the New Development Philosophy and Promote High-Quality Development

On February 26, the Party Committee of the Group (Bureau) convened the 2021 Conference on Party Building, Party Conduct and Integrity, and Anti-Corruption Work. The meeting thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, along with the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection. It comprehensively reviewed and summarized the work of Party building, Party conduct and integrity, and anti-corruption efforts in 2020, clarified the guiding principles for Party building during the 14th Five-Year Plan period, and outlined key tasks for Party building in 2021. The meeting was chaired by Wang Wei, Deputy Secretary of the Party Committee of the Group (Bureau). Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director of the Bureau, delivered a work report titled “Upholding the New Development Philosophy to Promote High-Quality Development and Provide Strong Political Guarantees for a Good Start to the 14th Five-Year Plan.” Liu Xingwang, Deputy Secretary of the Party Committee, General Manager, and Deputy Director, conveyed the spirit of the speech delivered by Zhao Ping, Secretary of the Party Committee and Director of the General Administration, at the conference on Party building, Party conduct and integrity, and anti-corruption work. Meanwhile, Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, presented an arrangement and deployment for the Group’s (Bureau’s) disciplinary inspection work in 2021, under the theme “High-Quality Disciplinary Inspection to Serve and Safeguard High-Quality Development.” Leaders Lin Guoxuan, Chen Haiyong, Yao Chaomei, Tian Li, and Jiao Sen of the Group (Bureau) attended the meeting.

The meeting reported on the convening of the Group (Bureau) Party Committee’s 2020 democratic life conference; conveyed the initiative titled “Striding into the New Era and Striving on a New Journey” addressed to all Party members across the bureau; commended advanced collectives and individuals for their outstanding contributions in combating the COVID‑19 pandemic, resuming work and production, acquiring equity in Xinjiang Jinchuan Group Co., Ltd., and implementing the comprehensive ecological and environmental remediation project in the Muli area of Qinghai; and signed the “Party Building Work Target Responsibility Agreement” and the “Clean Government and Party Conduct Construction Responsibility Agreement” with representatives from relevant units.

Shang Honglin summarized and reviewed the Group (Bureau)’s work on Party building and integrity‑building in 2020, highlighting the achievements attained and further clarifying the guiding principles for Party building during the 14th Five‑Year Plan period, as well as six key areas of priority. He noted that, under the sound leadership of the Party Committee of the China National Bureau of Coal Geology, the Group (Bureau) Party Committee has steadfastly adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, rigorously implemented the spirit of the 19th National Congress of the CPC and all subsequent plenary sessions of the 19th CPC Central Committee, and closely aligned its efforts with the tasks set forth in the “Year of Consolidating and Deepening Party Building in Central Enterprises” and the Bureau’s “Year of Deep Integration of Party Building.” In addition, it has carried out the various initiatives outlined in the Group (Bureau)’s “Year of Corporate Culture Development,” emphasizing the enhancement of the political functions and organizational strength of Party organizations. The Committee has vigorously advanced the five major Party‑building projects—“Political Soul‑Building, Organizational Foundation‑Strengthening, Party Member Pioneering, Institutional Quality‑Improvement, and Innovation‑Integration”—continuously elevating the quality, efficiency, and overall level of the Group’s (Bureau’s) Party‑building work, thereby achieving new and significant results.
Shang Honglin emphasized that 2021 marks the centenary of the Communist Party of China, the inaugural year for implementing the 14th Five-Year Plan, and a pivotal year for building on momentum to embark on a new journey toward fully building a modern socialist country and advancing toward the Second Centenary Goal. The Group (Bureau) must ground itself in the new stage of development, uphold the new development philosophy, and integrate into the new development paradigm, with the theme of promoting high-quality development. While ensuring routine epidemic prevention and control, it should earnestly carry out Party history study and education, aligning these efforts with key tasks such as celebrating the 100th anniversary of the founding of the CPC and the fifth anniversary of the National Conference on Party Building in State-Owned Enterprises. It must rigorously implement the “Year of Innovation and Expansion in Party Building” for central enterprises and the “Year of Party Building Leading Innovative Development” for the China National Coal Administration, and faithfully execute the Group’s (Bureau’s) “One Core, Two Wings, Three Transformations, Four Forces” development strategy and its “12234” approach to Party building. By strengthening innovation in Party‑building concepts, mechanisms, and methods, the Group will deepen and extend Party‑building work to the grassroots level, thereby providing robust political guarantees for a strong start and steady progress during the 14th Five-Year Plan period.

Wang Yong urged that, in 2021, the Group (Bureau) Commission for Discipline Inspection should earnestly implement the arrangements and requirements set forth at the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection and at the Work Conference on Party Conduct, Integrity Building, and Anti-Corruption of the China National Coal Administration. It should further emancipate the mind, strengthen conduct-building, accurately grasp the situation, tasks, and stage‑specific characteristics of comprehensively and strictly governing the Party, assist the Party Committee in advancing comprehensive and strict Party governance across the board, resolutely enforce the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct, stay true to its duties and positioning, highlight political oversight, standardize disciplinary inspection and investigation, innovate inspection work, and forge a strong cadre team. By delivering high‑quality discipline inspection work, it should provide robust support for high‑quality development and, with a strong sense of political responsibility and mission, make even greater contributions to all undertakings of the Group (Bureau).

A total of 312 individuals attended the meeting, including members of the Party and administrative leadership teams of the Group (Bureau), senior executives, members of the Commission for Discipline Inspection, heads of all departments and offices, secretaries of Party branches, and all staff of the Party affairs departments; as well as members of the leadership teams, senior executives, members of the Commission for Discipline Inspection (including discipline inspection committee members), secretaries of Party branches, and all staff of the Party affairs departments of each directly affiliated unit.
