The Group (Bureau) has signed a strategic cooperation agreement with the People’s Government of Chongzuo City.


On the afternoon of April 1, Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director-General of the Group (Bureau), met with He Liangjun, Mayor of Chongzuo City, and his delegation. The two sides engaged in in-depth discussions on integrated governance of mountains, rivers, forests, farmland, lakes, and grasslands; territorial spatial planning; mineral resource development; and comprehensive land‑use improvement across entire regions, reaching a consensus on cooperation and signing a strategic cooperation agreement.

He Liangjun and his delegation first toured the corporate exhibition hall of Sinochem Mingda Holding Group, followed by a symposium with the group’s (bureau’s) leadership.

Shang Honglin welcomed the visit of He Liangjun and his delegation, and provided an overview of our group (bureau), covering its historical evolution, industrial structure, business model, and strengths in talent, technology, and platforms. He highlighted the group’s recent business performance and strategic direction. Shang Honglin emphasized that the group places great importance on developing operations in the Chongzuo region, expressing the hope that both sides will leverage their respective advantages to strengthen cooperation in areas such as mine ecological restoration, manganese ore exploration and utilization, industrial park development and operation, agricultural land quality improvement and efficiency enhancement, and selenium‑rich land certification, thereby contributing to Chongzuo City’s high‑quality development.

He Liangjun expressed strong approval of our group’s (bureau’s) technological strengths, platform advantages, and service philosophy. He also commended the group’s (bureau’s) significant achievements in recent years in mineral resource development, mine‑area ecological restoration, comprehensive land‑use improvement across entire regions, and the integration of related industries. In addition, he provided a brief overview of Chongzuo’s locational advantages, development plans, and natural resources. He Liangjun expressed his hope that, by leveraging the core strengths of both sides, they could strengthen mutual communication and pursue win‑win cooperation, using integrated management of mountains, waters, forests, farmland, lakes, and grasslands; ecological restoration of abandoned quarries; comprehensive land‑use improvement; mining investment; and border trade as key areas for breakthroughs.

Attending the signing ceremony were Luo Haishan, Member of the Standing Committee of the CPC Municipal Committee and Executive Vice Mayor of Chongzuo; Lin Yongyi, Secretary-General of the Municipal Government and Director of the General Office; Liang Zhihong, Director of the Bureau of Natural Resources; Huang Yuchu, Director of the Investment Promotion Bureau; Luo Chuanli, Director of the Beijing Liaison Office; He Shaowei, Party Secretary of the Zhongtai Industrial Park (Municipal Urban Industrial Park) and Head of its Management Committee; as well as relevant officials from the Municipal Government Office, the Municipal Development and Reform Commission, and the Municipal Investment Promotion Bureau. Huang Guanqun, Project Manager of the Business Department at Universal Global Medical Group Co., Ltd., was also invited to attend.
