Innovating approaches to heart-to-heart talks and firmly holding the primary responsible persons accountable for oversight: The General Administration’s Commission for Discipline Inspection has sent a letter to the discipline inspection commissioners of its directly affiliated units.


The ink on the pen tip flows with the rhythm of time, and the years pass swiftly. Recently, Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection of the Group (Bureau), wrote to the secretaries of the discipline inspection commissions of its directly affiliated units, expressing his affirmation and recognition of their work over the past year, offering encouragement and high expectations for the year ahead, and extending his care and concern to each unit’s discipline inspection secretary.

The letter notes that in 2020, discipline inspection commissions at all levels, under the correct leadership of their superior discipline inspection commissions and their respective Party committees, worked tirelessly and overcame numerous challenges, thereby fulfilling the mission and responsibilities of disciplinary inspection bodies through concrete actions. They fully leveraged their role in oversight, ensuring implementation and promoting improvement and development, and achieved new successes in supervision and disciplinary enforcement.

The letter emphasizes that, in 2021, the discipline inspection commissions of all units shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 19th National Congress of the CPC, the successive plenary sessions of the 19th CPC Central Committee, and the Fifth Plenary Session of the 19th CPC Central Commission for Discipline Inspection. They are to resolutely carry out the decisions and arrangements of higher-level discipline inspection commissions and the Party committees of the Group (Bureau), fully leverage the leading and safeguarding role of comprehensively strengthening Party self‑discipline, stay focused on the theme of high‑quality development, uphold the overarching tone of strictness, concentrate on political oversight, vigorously strengthen conduct and work style, and deepen efforts to address both symptoms and root causes, thereby providing strong political guarantees for ensuring a good start and steady progress during the Group’s (Bureau’s) 14th Five‑Year Plan period.

The letter calls for all units’ discipline inspection commission secretaries in 2021 to strive to faithfully fulfill their supervisory duties, enhance the effectiveness of peer-level oversight, and strictly enforce discipline during leadership transitions. They are to urge principal departments to perform their responsibilities conscientiously, focusing on issues such as project bidding and tendering, material procurement, subcontract management, and loss‑reduction efforts. At the same time, they should actively integrate into business management, advance standardized disciplinary enforcement, and rigorously address violations and misconduct in key projects, priority areas, and critical positions. A mechanism for clarifying unsubstantiated allegations should be established to foster a development environment that combines strict oversight with care, and places equal emphasis on incentives and constraints. Efforts to improve work style must be continuously strengthened by upholding Party principles, cultivating a spirit of struggle, and voluntarily accepting both intra‑Party supervision and oversight from all sectors, thereby resolutely preventing “darkness under the lamp” phenomena such as leaks and using cases for personal gain. Finally, high‑quality implementation of all tasks must be ensured: lessons learned from various feedbacks, investigations, and identified problems—particularly those in key areas and critical links—should be carefully heeded, with a view to drawing broader conclusions and taking preventive measures; targeted rectification campaigns should be launched to consolidate the achievements of comprehensively strengthening Party governance, thus significantly enhancing both integrity awareness and the capacity to perform official duties.

Upon receiving the letter, the secretaries of the discipline inspection commissions at directly affiliated units felt deeply warmed and greatly encouraged. They noted that Secretary Wang Yong’s correspondence represents an innovative and effective measure to strengthen oversight and guidance from higher-level discipline inspection bodies over their subordinate counterparts. The letter not only affirms past achievements but also serves as a powerful impetus for future work, with its four key requirements being both highly instructive and readily actionable. Some unit-level discipline inspection secretaries promptly responded in kind, engaging Secretary Wang Yong in a constructive exchange of ideas and measures to improve their work, thereby fostering a robust, sincere, and pragmatic dialogue that has resonated strongly throughout the ranks.
