[Breaking New Ground] Embracing Ideological Insights to Strengthen the Enterprise through Culture, Pooling Collective Wisdom to Forge a New Chapter of Development — The “14th Five-Year Plan Outline for the Development of Corporate Culture in China,” co‑authored with the participation of Sinochem Mingda Holding Group, has been released and put into effect.


Recently, the “Outline of the 14th Five-Year Plan for the Development of Corporate Culture in China,” co‑authored with the participation of Sinochem Mingda Holding Group, was officially unveiled in Qujing, Yunnan. Wang Wei, Deputy Secretary of the Party Committee of our group (bureau), was invited to attend the launch ceremony.

The “Outline of the 14th Five-Year Plan for the Development of Corporate Culture in China” is a key project through which the China Enterprise Culture Committee has contributed to the application and approval process for building a culturally strong nation, and it also represents an important theoretical achievement that fills a significant gap. The drafting process was officially launched on December 16, 2020, with the participation of more than 40 central enterprises—including our group—as well as several state-owned asset supervision and administration commissions at the local level. The preparation adopted a hybrid approach, combining online and offline research, extensively soliciting opinions and suggestions from multiple stakeholders. It involved the centralized analysis of nearly 20,000 survey responses submitted by over 1,000 enterprises, followed by numerous workshops and deliberations, ultimately yielding concrete, practically relevant outcomes that provide essential goal‑oriented support for strengthening corporate culture nationwide during the 14th Five-Year Plan period.

As a co‑developer of the Outline, our Group has aligned its efforts with the core priorities of corporate Party building and reform and development. In line with the State-owned Assets Supervision and Administration Commission of the State Council’s initiatives under the “Benchmarking Against World‑Class Management for Key State‑Owned Enterprises” program, and drawing on group‑level standards such as the “New‑Era Guidelines for Party Building and Corporate Culture” and the “New‑Era Performance Assessment Criteria for Party Building and Corporate Culture,” we have thoroughly distilled our experience in corporate culture management, showcased the Group’s achievements in cultural development, and explored innovative pathways for advancing corporate culture. These contributions have provided robust support for the successful formulation of the plan from the perspective of the chemical‑geological industry.

At the press conference, Xie Yuntian, Vice Chairman of the China Cultural Management Association and President of the Professional Committee on Corporate Culture Management, outlined the background behind the project’s initiation and the structure and content of the “Outline for the Development of Corporate Culture.”

Participating in the joint formulation of this plan is an important measure for Sinochem Mingda Holding Group to implement the major strategic deployment of building a culturally strong nation; it represents proactive action in applying the spirit of Party history study and education to break new ground; it reflects the practical need to strengthen and enhance the value of corporate culture; and it embodies the deep integration of Party building with corporate culture management.
