  Recently, the Group (Bureau) convened a special meeting on the three-year reform initiative via the WeChat Work platform. Lin Guoxuan, a member of the Group (Bureau) Party Committee, Deputy General Manager, Deputy Director, and Chairman of the Trade Union, presided over the meeting, while Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director, delivered an important address.

  Shang Honglin pointed out that the three-year action plan for state-owned enterprise reform is a major decision and deployment made by the CPC Central Committee. It serves as the detailed blueprint for implementing the “1+N” policy framework and top-level design for SOE reform. Successfully carrying out this work is of great significance for strengthening, improving, and expanding the state‑owned economy, enhancing the vitality and efficiency of SOEs, and accelerating the establishment of a new development paradigm.

  Shang Honglin emphasized that all directly affiliated units and functional departments must treat the three-year reform initiative as a major political task. Heads of each unit and members of their leadership teams must attach great importance to it, shoulder their responsibilities with determination, strengthen their sense of mission and commitment, and dare to tackle tough issues head-on. They should intensify their learning to deepen their understanding, carefully study relevant policies to grasp the overall picture of the reform, and ensure the effective implementation of all tasks. They must avoid shirking responsibility; instead, they should personally oversee and manage every aspect, seeing matters through to completion. All problems must be addressed on a case-by-case basis, with clear timelines and accountability, and resolved one by one. Attention must also be paid to work methods: bureaucratic practices must be firmly rejected, and efforts should be made to put themselves in the shoes of employees and address issues in a thorough, on-the-ground manner. Moreover, the relationship between stability and reform must be properly managed—avoiding both blind optimism and rash, hasty advances—and advancing steadily, step by step, with solid, concrete progress.

  Shang Honglin emphasized that advancing the three-year reform initiative requires a strong sense of mission and urgency, with the determination to act without delay. We must uphold the “nailing‑down” spirit, accelerate progress, and ensure that reform efforts are carried out thoroughly and effectively. To this end, we will further strengthen overall coordination and targeted supervision; promptly convene special meetings to address key and difficult issues—particularly those of a systemic nature—and provide focused guidance for tasks that are both demanding and complex. For projects lagging behind schedule, we will issue timely reminders and follow‑up to ensure steady progress, thereby guaranteeing that the three-year reform drive is advanced in a robust, orderly, and effective manner.

  Lin Guoxuan conducted an in-depth deployment of the three-year action plan for state-owned enterprise reform, thoroughly analyzed the significance of this initiative, and comprehensively summarized the problems encountered in the Group’s (Bureau’s) implementation. He provided detailed explanations and guidance across seven key areas: advancing the separate operation of public‑sector and enterprise functions; improving the modern corporate governance system with Chinese characteristics; refining industrial layout and optimizing structural adjustments; strengthening market‑oriented operating mechanisms; promoting mixed‑ownership reform and specialized science‑and‑technology reform projects; and upholding Party leadership and Party building. In addition, he outlined the work plan and priority tasks for the next phase.

  Following the conclusion of the centralized briefing session, a supervisory meeting was convened via WeChat Work for all directly affiliated units. Through a district‑by‑district, one‑on‑one supervision approach, progress on work implementation was reviewed, and the relevant leaders from headquarters as well as department heads offered comments and suggestions on each unit’s reports. The meeting emphasized that all directly affiliated units must ensure their work is carried out thoroughly, meticulously, and in depth, so as to guarantee the completion of more than 70 percent of this year’s reform objectives and tasks.

  The Group (Bureau) convened a meeting to advance the Three-Year Reform Action, which is an important forum for thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carrying out the major decisions and deployments of the CPC Central Committee and the State-owned Assets Supervision and Administration Commission of the State Council regarding the three-year reform initiative for state-owned enterprises, and earnestly fulfilling the relevant work requirements of the China National Coal Administration’s three-year reform plan. This meeting plays a crucial role in further aligning thinking, raising awareness, strengthening the sense of urgency, responsibility, and mission toward reform, ensuring the effective implementation of all reform measures and tasks, and guaranteeing the timely and high-quality completion of the Group’s (Bureau’s) three-year reform objectives.

  More than 130 participants attended the meeting, including heads of all departments and reform‑related staff from the Group (Bureau), as well as the principal Party and administrative leaders, those in charge of reform, and reform‑related personnel from each directly affiliated unit.
