On December 14, Wang Haining, a member of the Party Committee and Deputy Director of the China National Bureau of Coal Geology, led a delegation to the Group (Bureau) to conduct a field inspection and provide guidance on planning, reform, and investment matters, followed by a symposium. Yu Yunqiang, Chairman of the Bureau’s Trade Union, accompanied the visit. Attending the meeting were Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director of the Group (Bureau); Liu Xingwang, Deputy Secretary of the Party Committee, General Manager, and Deputy Director; Tian Li, Member of the Party Committee and Deputy Director; Jiao Sen, Member of the Party Committee and Chief Engineer; and Diao Haizhong, Member of the Party Committee.
At the meeting, Tian Li provided a detailed report on the preparation of the Group’s (Bureau’s) 14th Five-Year Plan and on the progress of implementing the three-year action plan for state-owned enterprise reform.
Wang Haining fully commended the Group (Bureau) for the achievements it has made in reform and development over the past few years, and set forth specific requirements for its next phase of reform and development: First, in accordance with the General Administration’s “14th Five-Year Plan” indicator system, tasks must be meticulously broken down; greater focus should be placed on core responsibilities and primary business, with full leveraging of Sinochem Mingda’s professional strengths in chemical‑geological exploration, to provide robust support for safeguarding national food and mineral resource security. Proactive action is required, with active participation in the major special initiatives outlined in the Administration’s “14th Five-Year Plan.” Second, research investment must be continuously expanded to harness the leading role of science and technology, and a work plan should be formulated to establish a national‑level key laboratory. Third, talent‑development programs—including those for academicians, recipients of the Li Siguang Award, the Golden Hammer Award, and the Silver Hammer Award—should be put in place to ensure a steady supply of skilled personnel for the enterprise’s transformation and upgrading. Fourth, thinking must be further liberated, and reform deepened and advanced in earnest, achieving genuine and substantive changes that enable the enterprise to become a true market player, compete in the marketplace, and enhance its competitiveness. Fifth, efforts to optimize resource allocation must be intensified, internal specialized integration promoted, and the building of a modernized enterprise steadily advanced. Sixth, the path of mining development must be firmly pursued, with adequate reserves of projects and talent, striving to become a key force within the Administration’s mining‑development sector. Seventh, the Mingda Marine Science and Technology Reform Demonstration Initiative must be further strengthened, using reform as an opportunity to implement thorough and comprehensive changes, with the ultimate goal of achieving an IPO in the future. Eighth, investment risks must be rigorously guarded against, with particular emphasis on fund‑related risks; fund operations must serve the core business, avoiding blind expansion, and comprehensive risk management throughout the entire lifecycle—fundraising, investment, management, and exit—must be prioritized and reinforced. Ninth, the distinctive advantages of Party building must be continually leveraged, drawing on the experience gained from the Muli project to guide high‑quality development through high‑standard Party leadership. Tenth, occupational safety and production must be given due attention and strengthened. Shang Honglin stated that the Group (Bureau) will resolutely implement all decisions and arrangements of the General Administration, taking the “14th Five-Year Plan” as its guiding framework, steadfastly advancing reform in a thorough and practical manner, continuously intensifying efforts to streamline and reduce redundancies, and concentrating operational resources within the enterprise. It will also proactively plan and explore the development of non‑metallic minerals such as calcium carbonate and fluorite, as well as high‑grade metallic ores, thereby promoting industrial restructuring and transformation, and laying a solid foundation for high‑quality development. Relevant personnel from the Planning and Development Department of the China National Coal Geological Bureau, along with representatives from the Group (Bureau)’s Planning and Development Department and Market Development Division, attended the meeting.
