On December 15, during his inspection and assessment visit to the Inner Mongolia Institute, Liu Xingwang, Deputy Secretary of the Party Committee, General Manager, and Deputy Director of the Group (Bureau), delivered a thematic Party lecture titled “Studying Party History, Shouldering Responsibilities, and Accelerating High-Quality Development” to the institute’s Party members and cadres.
Liu Xingwang provided a comprehensive exposition on the profound significance of conducting Party history study and education. He emphasized the need to achieve the unity of knowledge and action, placing equal emphasis on addressing both ideological and practical issues, and to uphold the spirit of “pragmatic action”—to act with diligence, courage, sincerity, excellence, and determination—so as to demonstrate a commitment to taking responsibility and doing so effectively.
Liu Xingwang pointed out that promoting high-quality development is not only an imperative for sustaining China’s steady and sound economic growth and for completing the building of a moderately prosperous society in all respects, but also the fundamental starting point for the Group (Bureau), as a central state-owned enterprise, to reflect on its strategic positioning and development path under the current circumstances. High-quality development across three dimensions—economic performance, strategic advancement, and social contribution—will serve as a progressive roadmap for the Group (Bureau) as it transitions its development model in the years ahead.
Liu Xingwang emphasized the need to strengthen a sense of the bigger picture, optimize industrial planning, and promote high-quality development. He urged firmly seizing the strategic opportunities and critical period of development during the 14th Five-Year Plan, steadfastly upholding the new development philosophy, and keeping a laser focus on high-quality growth. To this end, he called for adhering to four key principles: first, prioritizing strategic guidance and coordinating efforts across the entire organization; second, deepening reform to remove bottlenecks and address challenges hindering the Group’s (or Bureau’s) high‑quality development; third, driving innovation to enhance core competitiveness; and fourth, pursuing concrete action and hard work to secure a strong start to the 14th Five-Year Plan.
With regard to talent recruitment and scientific and technological innovation, Liu Xingwang emphasized the following: It is essential to fully recognize the critical role that talent acquisition plays in the institution’s reform and development. The Inner Mongolia Institute must intensify efforts to attract high-caliber, highly educated professionals, ensuring that they perform effectively, remain with the organization, and deliver tangible results. Meanwhile, scientific and technological innovation is a cornerstone of institutional growth; whoever seizes the key drivers of innovation and makes the first strategic moves will be able to gain a competitive edge and secure a decisive advantage.
Through this study, participants unanimously expressed that, as members of the Communist Party, they must carry forward and uphold the Party’s glorious traditions and fine work style, integrate knowledge with practice, pursue practical results, and continuously achieve new breakthroughs and reach new heights in advancing the Group’s (Bureau’s) high-quality development.
