On December 28, the Group (Bureau) convened its 2021 Work Conference on Risk Management, Rule of Law Development, and Auditing. The meeting was chaired by Tan Fang, Director of the Legal Compliance Department. Shang Honglin, Secretary of the Party Committee, Chairman, and Director of the Group (Bureau), attended and addressed the gathering.
The meeting conveyed the spirit of two recent meetings convened by the State-owned Assets Supervision and Administration Commission: the “Special Promotion Meeting on Strengthening Professionalized, Systematic, and Rule-of-Law‑Based Supervision” held by the Office of the State Council Leading Group for State-Owned Enterprise Reform, and the “Work Deployment Meeting for the ‘Year of Strengthening Compliance Management’ in Central Enterprises.” It summarized our group’s (bureau’s) progress in risk and internal control management, the building of a law-based central enterprise, and audit services, highlighting three key areas: the entry of rule-of-law and compliance efforts into a new phase, the transformation of audit and oversight work into enhanced managerial effectiveness, and the elevation of internal risk prevention and control to a new level.

At the meeting, Shang Honglin delivered a special address titled “Upholding Law-Based Corporate Governance, Cultivating a Robust Risk‑Control Philosophy, and Striving for High‑Quality Development Amidst Steady Progress.” He emphasized that we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, thoroughly study the spirit of the Sixth Plenary Session of the 19th CPC Central Committee and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the Central Economic Work Conference, vigorously promote the dissemination and implementation of the 14th Five-Year Plan, actively advance the three‑year action plan for state‑owned enterprise reform, and proactively serve the overarching cause of reform and development, thereby providing strong legal safeguards for the high‑quality development of the General Administration. He further stressed that, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must adhere to the general principle of seeking progress while maintaining stability, fully, accurately, and comprehensively apply the new development philosophy, accelerate the establishment of a new development pattern, deepen reform and opening up across the board, uphold innovation‑driven development, and promote high‑quality growth. We should work to make the “three verticals and one horizontal” framework—covering risk control, rule of law, auditing, and compliance—more mature and robust, with measures that are more precise and effective and outcomes that are more efficiently enhanced, continuously supporting the central priorities of state‑asset and state‑owned enterprise reform, and providing solid guarantees for achieving high‑quality development of the Group (Administration) and for strengthening, improving, and expanding state‑owned enterprises.

The meeting invited Attorney Cheng Fei of Beijing Mingcheng Law Firm to deliver a training session on legal risk prevention in engineering contracts. Attorney Cheng systematically addressed key review points and risk‑mitigation strategies, covering the types and characteristics of construction contracts, grounds for invalidity, and liability for breach of contract, thereby providing support to further enhance the professional capabilities of project management and legal‑review personnel within the Group (Bureau).
Liu Xingwang, Deputy Secretary of the Party Committee, General Manager, and Deputy Director of the Group (Bureau); Tian Li, Member of the Party Committee, Deputy General Manager, and Deputy Director; Diao Haizhong, Member of the Party Committee; Li Kai, Chief Legal Counsel; and Liu Yanhua, Assistant to the General Manager and Deputy Chief Legal Counsel, attended the meeting. A total of 186 participants were present, including heads of all departments within the Group (Bureau), personnel from the risk management, audit, legal compliance, and accountability units, as well as members of the leadership teams and relevant staff of each directly affiliated unit.
