The Party Committee of the Institute organized a special seminar and exchange on studying and implementing the spirit of the Sixth Plenary Session of the 19th CPC Central Committee.

During the training program organized by the China National Coal Administration to study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, the two study groups of our institute—based in Jinan and Tai’an—conducted thematic seminars and exchanges on the four topics designated by the higher-level Party committee on the afternoons of April 14 and 15, respectively. Wang Qingfeng, Secretary of the Party Committee and President of the institute, and Zhang Shuqi, Member of the Party Committee and Vice President, chaired the sessions in the two locations and delivered keynote speeches. Members of the institute’s leadership team, secretaries of the Party branches, and a number of Party members participating in the training also took part in the discussions.

Participants in the on-site seminar, focusing on such themes as the profound significance of the Sixth Plenary Session of the 19th CPC Central Committee, the decisive importance of the “two establishments,” the major theoretical and practical implications of common prosperity, and the high-quality development of the General Administration under the “dual carbon” strategy, shared their insights and experiences gained from studying the spirit of the session, drawing on the realities of their respective units and personal work. All agreed that the round‑table training course organized by the China National Coal Administration is of great significance in guiding Party members and cadres to deepen their understanding of the essence of the plenary session, draw wisdom and strength from the Party’s century‑long struggle, translate the outcomes of study and discussion into concrete ideas and measures for implementing the new development philosophy, forging a new development pattern, and promoting high‑quality development, thereby vigorously advancing the institute’s transformation and upgrading and ensuring the successful completion of all annual goals and tasks.

It is widely recognized that the Sixth Plenary Session of the 19th CPC Central Committee was a landmark event convened at a pivotal historical juncture—on the occasion of the Party’s centenary, as it led the people in achieving the first centenary goal and advanced toward the second. The session adopted a Resolution that comprehensively summarizes and distills the Party’s century-long experience, with particular emphasis on the historic achievements, transformative changes, and fresh lessons accumulated since the 18th National Congress. This reflects the Party’s commitment to drawing on and applying historical experience, its ability to discern direction and strengthen resolve by learning from historical trends, and its clear stance of advancing self-revolution while demonstrating confident responsibility for carrying forward the legacy of the past. The proposal of the “Two Establishments” represents the most significant political achievement since the 18th National Congress, embodying the shared aspirations of the entire Party and all ethnic groups across the country, and bearing decisive significance for advancing the historic process of the great rejuvenation of the Chinese nation. In light of this, we call upon all cadres and employees to deeply grasp the decisive significance of the “Two Establishments.” All expressed that Party members and officials must unswervingly uphold political principles, continuously deepen their political, ideological, theoretical, and emotional identification with the “Two Establishments,” thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, and faithfully carry out the decisions and arrangements of the CPC Central Committee. They should firmly establish the “Four Consciousnesses,” confidently uphold the “Four Confidences,” and resolutely safeguard the “Two Upholds,” integrating the “Two Establishments” into their concrete work and practical actions.

All participants emphasized the need to steadfastly uphold a people-centered development philosophy and integrate the consolidation and expansion of poverty-alleviation achievements into the practical work of our institute. They pledged to continue carrying out targeted poverty‑alleviation efforts in accordance with the requirements of the General Administration, effectively aligning purchasing power with precise poverty‑reduction measures. Internally, they will intensify visits and provide assistance to employees and Party members facing hardship, and sustainably implement a series of “Doing Practical Things for the People” initiatives, striving to ensure that the fruits of development benefit all staff and fully demonstrate our institute’s sense of responsibility and commitment as a central state‑owned enterprise.
Regarding the next steps, participants agreed that our institute should take promoting high-quality development as its central theme, proactively align with the national “dual carbon” strategy, strengthen policy research and technological innovation, and vigorously advance industrial transformation and upgrading. It is essential to closely follow national macro policies and local priority initiatives, and to actively leverage the institute’s expertise in geothermal energy, shallow ground‑source heat, land subsidence, and…

Leveraging our technical strengths in hydro‑engineering and environmental geology surveys, ecological and environmental remediation, and the investigation and treatment of sediment pollution in river channels, we have designated river and lake pollution control, soil pollution prevention and control, integrated management of mountains, waters, forests, farmlands, lakes, grasslands, and deserts, the development of national parks and other nature reserves, and research on ecosystem carbon sinks as key priority areas for our institute during the 14th Five-Year Plan period. We will intensify efforts to advance comprehensive ecological and environmental improvement projects in the Yellow River Basin, targeted campaigns to address environmental pollution, and initiatives for the protection and sustainable use of water resources, firmly committing to a green, circular, and high‑quality development path and ensuring the steady implementation of our institute’s high‑quality development goals under the 14th Five-Year Plan.

Studying, publicizing, and implementing the spirit of the Sixth Plenary Session of the 19th CPC Central Committee is an important political task for our institute, both now and in the period ahead. We will thoroughly digest the knowledge gained from training, strive to strengthen our political, ideological, and practical consciousness in studying, publicizing, and implementing the spirit of the Sixth Plenary Session, and guide all cadres and employees to deeply appreciate the decisive significance of the “two establishments.” Drawing wisdom and strength from the Party’s century-long struggle, we will maintain a vigorous and enterprising spirit in pursuing our work and entrepreneurship. On the premise of fully ensuring routine epidemic prevention and control, we will focus on our core responsibilities and priorities, actively engaging in such areas as geothermal and other new‑energy development, disaster prevention and mitigation, ecological restoration, land subsidence monitoring, land quality surveys and assessments, and sampling and investigation of soil contamination at sites. In doing so, we will proactively serve national economic and social development, conscientiously remain steadfast advocates of the consistent implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and deliver outstanding results in the great test of realizing the Second Centenary Goal.
