Upholding Tradition While Pioneering Innovation, Striving for Practical Results, and Vigorously Ushering in a New Era of Publicity, Ideological, Cultural, and Spiritual‑Civilization Work—The Group (Bureau) Convenes the 2022 Conference on Publicity, Ideological, Cultural, and Spiritual‑Civilization Work.

To further study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the spirit of the 19th National Congress of the Communist Party of China and the successive plenary sessions of the 19th CPC Central Committee, to gain a comprehensive understanding of the guiding principles of the National Conference of Publicity Department Heads and the Central Enterprises’ Conference on Propaganda and Ideological Work, and to earnestly carry out the 2022 work plan for propaganda, ideological, and cultural affairs issued by the China National Bureau of Coal Geology, the Group (Bureau) convened a video conference on June 1st dedicated to propaganda, ideological, cultural, and spiritual‑civilization work for 2022. At the meeting, Shang Honglin, Secretary of the Party Committee, Chairman, and Director of the Group (Bureau), delivered a report titled “Upholding Innovation While Preserving Tradition, Striving for Practical Results, and Vigorously Opening Up a New Chapter in Propaganda, Ideological, and Cultural Work to Provide Strong Ideological Support for the Successful Convening of the 20th National Congress of the CPC.” The meeting was chaired by Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, while Liu Xingwang, General Manager, Deputy Secretary of the Party Committee, and Deputy Director, presented an overview of the progress made in propaganda, ideological, cultural, and spiritual‑civilization work during 2021 and in the first quarter of this year.

The meeting noted that, in 2021, under the sound guidance of the Party Committee of the China National Coal Geological Bureau, the Group’s (Bureau’s) publicity, ideological, and cultural workers demonstrated proactive engagement and a spirit of innovation. Closely aligned with the deployment and requirements of the Group’s (Bureau’s) Party Committee, they carried out extensive, meticulous, and highly effective work in publicizing and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Sixth Plenary Session of the 19th CPC Central Committee; in earnestly advancing Party history study and education to ensure depth and practical results; and in effectively promoting the “Doing Practical Things for the People” campaign. These efforts helped create a harmonious public opinion environment and a favorable atmosphere for enthusiastically celebrating the 100th anniversary of the founding of the Communist Party of China.

The meeting emphasized that, in reviewing the practices of the Group (Bureau) in publicity, ideological work, and cultural development during the previous phase, five fundamental principles must be firmly upheld: first, unwavering adherence to the Party’s overall leadership over these endeavors and the effective fulfillment of political responsibilities; this principle—clearly upholding the Party’s management of publicity and ideology—must remain unshakable at all times. Second, it is imperative to arm all cadres and employees with the theoretical system of socialism with Chinese characteristics, ensuring that the Party’s outstanding theories permeate every stage of the Group’s (Bureau’s) publicity, ideological, and cultural work—a guiding thread that must never be allowed to stray. Third, we must closely align our efforts with central tasks and serve the cause of reform and development, embedding publicity, ideological, and cultural work deeply within the fabric of enterprise growth and leveraging its direct roles in shaping public opinion and rallying collective strength—positions that must never be misaligned or lost sight of. Fourth, we must remain people‑centered, safeguarding the broader interests of harmony and stability, and seamlessly integrate the promotion of the Group’s (Bureau’s) reform and development with the all‑round development of its workforce—tasks that must never be neglected. Finally, we must uphold both tradition and innovation, laying a solid foundation for continuous capability enhancement; while building on time‑tested traditions, we must persist in reform and innovation, ensuring that our publicity and ideological work remains vibrant and creative—themes that must never be weakened.

The meeting called for the 2022 work on publicity, ideology, culture, and spiritual civilization to remain firmly centered on the overarching theme of welcoming, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China. It emphasized grasping the decisive significance of the “two establishments,” striving to ensure that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era takes deep root in the hearts of the people, and diligently carrying out ideological and political work, news and publicity, and cultural development. The goal is to build a high-quality, refined, and comprehensive publicity framework across all fronts, deepen Party history study and education, pass on the enthusiasm for the Party, the country, and socialism sparked by the centenary celebrations of the CPC, create a strong atmosphere in preparation for the successful convening of the 20th National Congress, and provide solid ideological support for the Group’s (Bureau’s) reform and development. Key efforts should be focused on four areas: First, continue to study and thoroughly understand Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Central Enterprises’ Conference on Publicity and Ideological Work, hold high the banner of thought, clearly assess the situation, define the tone and positioning, strengthen the armed forces of scientific theory and the building of ideological frontlines, and foster a harmonious and stable environment in anticipation of the successful convening of the 20th National Congress. Second, the publicity, ideology, and cultural front must “keep the bigger picture in mind, grasp the overall trend, and focus on major issues,” identify appropriate entry points and priorities, recognize the current situation, reinforce reform‑oriented thinking and a spirit of innovation, and continuously enhance the timeliness, relevance, and integration of the Group’s (Bureau’s) publicity, ideological, and cultural work. Third, further improve the enterprise value system, strengthen employees’ sense of agency and pioneering spirit, and expand the depth and scope of corporate culture. Strive to maximize the intangible asset value of the China Chemical Geology And Mining Bureau and comprehensively elevate the soft power of Zhonghua Mingda. Fourth, uphold fundamental principles while fostering innovation, strengthen channel development and cultivate core talent, thereby providing robust support for energetically opening up a new chapter in publicity, ideology, and cultural work.

The conference called on the Group’s (Bureau’s) propaganda, ideological, and cultural front to adopt a holistic perspective, remain ever mindful of its duties and mission, and, in alignment with the Group’s (Bureau’s) major goals and tasks, uphold a clear political stance, take proactive action and assume responsibility, and actively serve the overarching cause of reform and development. It urged continuous strengthening of internal capacity, unwavering dedication to writing and publishing, and steadfast commitment to the art of calligraphy and ink, so as to make new contributions to building a leading enterprise in resource development and ecological conservation, and to greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements.

The meeting also laid out specific plans for the key tasks that require focused attention in the current period and over the coming phase, and recognized the 2021 units excelling in publicity and ideological work, outstanding individuals in this field, and the top ten exemplary news articles. Representatives from Hunan Institute and Zhejiang Institute, as model units, shared their experiences.

A total of 132 participants attended the meeting, including senior executives of the Group (Bureau), Beijing-based regional operations directors, heads of various departments and offices, heads and responsible leaders of publicity, ideological, and cultural work in directly affiliated units, as well as representatives of correspondents.
