On July 26, the Group (Bureau) convened a video‑conference on petition work, conveying and studying the guiding principles of the State-owned Assets Supervision and Administration Commission and the National Petition Bureau regarding the implementation of the spirit of the Ninth National Petition Work Conference and the Central Enterprises Petition Work Conference. The meeting reviewed the Group’s (Bureau’s) petition work over the past three years and laid out plans for prioritizing key tasks to ensure stability in the current period. Shang Honglin, Secretary of the Party Committee and Director of the Group (Bureau), Liu Xingwang, Deputy Secretary of the Party Committee and General Manager, and Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, attended the meeting and delivered remarks.
The meeting noted that, in recent years, the Party Committee of the Group (Bureau) has attached great importance to petition work. In the course of comprehensively advancing the Group’s (Bureau’s) reform and development, it has resolutely implemented the important instructions of General Secretary Xi Jinping, as well as the decisions and arrangements of the Party Committee of the State-owned Assets Supervision and Administration Commission and the Party Committee of the China National Coal Administration. Upholding its political responsibility to relieve the people’s difficulties and share the Party’s concerns, the Committee has remained deeply committed to the people, adhered to bottom-line thinking, and gone all out to serve the overall development agenda and safeguard a harmonious and stable environment during key periods. The “Doing Practical Things for the People” campaign has yielded significant results, making positive contributions to supporting the Group’s (Bureau’s) reform and development, ensuring the steady operation of business and production, and promoting the sound and sustainable growth of the enterprise.
The meeting emphasized that all levels of the Group (Bureau) must deeply understand the mass‑oriented nature of petition work and strengthen their sense of purpose. They should firmly grasp the imperative to continuously improve and develop the socialist petition system with Chinese characteristics, proactively adapt to new developments in the situation, and place the timely, lawful, and on‑site resolution of legitimate public grievances at the core of their efforts—integrating conceptual advancement, institutional innovation, systemic refinement, and technological application. It is essential to raise awareness and reinforce a sense of responsibility; to move control points upstream and strengthen grassroots orientation, thereby enhancing the frontline capacity and competence of petition work; to promote development and cultivate a holistic perspective, harnessing the long‑term effectiveness of enterprises in addressing issues at their source; to improve work style and bolster a service‑oriented mindset, increasing public trust and acceptance of the petition workforce; and to foster a new ethos by reinforcing compliance awareness, creating a favorable environment for safeguarding rights in accordance with the law and engaging in rational petitioning.
At the meeting, Sun Hong’e, Director of the Mass Work Office (Letters and Visits Office) of the China National Coal Administration, conducted training on the Regulations on Letters and Visits for all attendees.
Members of the Group (Bureau) leadership team, senior executives, heads of all headquarters departments, Party branch secretaries, and heads of the letters-and-visits office; as well as heads and letters-and-visits office directors of directly affiliated units based in Beijing, attended the meeting at the main venue. At the sub-venues, the principal Party and administrative leaders of each directly affiliated unit, relevant leaders in charge of letters-and-visits work, department heads, Party branch secretaries, and all staff members of the letters-and-visits offices participated in the meeting.
