In June 2022, the Office of the State Council Earthquake Relief Command, the Ministry of Emergency Management, and the People’s Government of Gansu Province jointly conducted a realistic earthquake‑relief exercise in high‑altitude, cold‑climate regions, codenamed “Emergency Mission • 2022.” Engineer Hou Xinxing from our Taian Geological Branch Institute delivered an outstanding performance during this exercise and, along with 200 colleagues and 15 teams, was commended and awarded the “Commendation” level.
According to the work schedule, Comrade Hou Xinxing was assigned from April 13 to May 12 to the Zhangye Main Training Ground in Gansu Province, where he oversaw the on-site exercise organized by the State Council Earthquake Relief Command. Over the course of 26 days, he participated in drafting and coordinating the exercise plan for the State Council Earthquake Relief Command. Throughout the entire preparation phase, he proactively maintained communication with all participating units through letters, phone calls, and other channels, gathering and finalizing the exercise tasks and content for on-site command and coordination. He also continuously refined the script for the on-site command post exercise, while assisting the Gansu Provincial Emergency Management Department in further developing the exercise plan and script. In doing so, he successfully completed all tasks related to the preparation, rehearsal, and live‑fire phases of the exercise.
During the preparation and execution of the exercise, he actively participated in regular meetings of the on-site working group and inter‑ministerial and provincial coordination meetings, ensuring that their directives were implemented. He maintained close communication with all ministerial and provincial working groups, solicited their feedback on exercise‑related materials prepared by the command center, and promptly relayed the spirit of documents from other working groups. He also compiled weekly and monthly reports for the ministerial expert panel, as well as a chronology of major events. Together with the provincial and municipal on-site teams, the evaluation team, and the participating units, he conducted multiple safety assessments and provided guidance at the sites of Exercise Scenarios 1 and 2, thereby ensuring the exercise’s safety. Additionally, he assisted and guided the local working group and the Deyang Fire Brigade in finalizing the floor plan of the national command module and overseeing its assembly, while meticulously arranging the internal wall charts and other items within the module.
Over more than 20 days and nights, Comrade Hou Xinxing braved the adverse impacts of the COVID‑19 pandemic and the harsh conditions of the high‑altitude, cold plateau, working in close collaboration with colleagues from all exercise disciplines, shouldering heavy responsibilities, and pressing on day and night without rest. His tireless dedication and arduous efforts made a significant contribution to the exercise, demonstrating the Shandong Institute’s staff members’ solid professional competence and exemplary work ethic.
Going forward, our institute will remain committed to safeguarding national ecological and environmental security, proactively monitoring, supporting, and participating in emergency response efforts for earthquakes and geological disasters. We will transform the achievements of these exercises into invaluable assets that drive us forward, regroup and set out anew, embracing a sense of urgency, a spirit of proactive dedication, and an unwavering fighting spirit. By continuously enhancing our professional capabilities, we will steadfastly fulfill our core functions and comprehensively elevate our capacity for disaster prevention and mitigation as well as our joint rescue capabilities.
