On October 27, the Party Committee of the institute convened its 11th study session of the Theoretical Study Center Group, implementing the relevant requirements of the Group (Bureau) Party Committee to thoroughly study, publicize, and apply the spirit of General Secretary Xi Jinping’s report delivered on behalf of the 19th Central Committee at the 20th National Congress of the Communist Party of China, thereby ensuring that the spirit of the 20th National Congress takes root in minds and is put into practice. The meeting was chaired by Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, with members of the Party Committee and relevant institute leaders attending to study the material and engage in exchanges and discussions.

The meeting focused on studying key documents, including the report of the 20th National Congress of the Communist Party of China, the CPC Central Committee’s press conference interpreting the Congress report, and the Communiqué of the First Plenary Session of the 20th CPC Central Committee. The meeting concluded that General Secretary Xi Jinping’s report is profound in thought, grand in vision, clearly sets the course, and inspires confidence; it provides incisive answers to a series of major theoretical and practical issues concerning the development of the Party and the country, and outlines a magnificent blueprint for the great rejuvenation of the Chinese nation. It serves as both a political declaration and an action program for advancing the great rejuvenation of the Chinese nation through Chinese modernization. The Congress elected the new Central Committee and the Central Commission for Discipline Inspection, and adopted resolutions on the report of the 19th Central Committee, on the work report of the 19th Central Commission for Discipline Inspection, and on the Amendment to the Constitution of the Communist Party of China. This was a congress that held high the banner, rallied strength, and united the people in striving forward, bearing extremely significant historical importance in the development of the Party and the country. At its First Plenary Session, the 20th CPC Central Committee elected a new central leadership collective with Comrade Xi Jinping at its core—this reflects the common will of the entire Party and the unanimous call of the Chinese people. All Party members and cadres throughout the institution must resolutely safeguard the authority of the CPC Central Committee with Comrade Xi Jinping at its core and its centralized, unified leadership, firmly uphold the “two establishments,” and steadfastly practice the “two safeguards.”
The meeting pointed out that the 20th National Congress of the Communist Party of China was a vitally important gathering convened at a pivotal moment when the entire Party and all ethnic groups across the country are embarking on a new journey toward fully building a modern socialist country and marching toward the second centenary goal. Studying, publicizing, and thoroughly implementing the spirit of the 20th National Congress, especially the important remarks of General Secretary Xi Jinping, is the top political task for all Party members and cadres in the institute, both now and in the period ahead. All departments, Party branches, and mass organizations must swiftly launch a vigorous campaign to study and disseminate the Congress’s spirit, deeply grasp its profound significance—particularly the major achievements of the past five years and the great transformations of the past decade in the new era—and rally even more closely around the Party Central Committee with Comrade Xi Jinping at its core. They should continue to earnestly apply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carry forward the great spirit of Party building, press ahead with determination and courage, and ensure that their thinking and actions are fully aligned with the decisions and arrangements of the Party Central Committee, thus pooling strength and striving unremittingly to uphold and improve the system of socialism with Chinese characteristics, comprehensively build a modern socialist country, and realize the great rejuvenation of the Chinese nation.
The meeting emphasized that all Party members and leading cadres across the institute must take the lead in both study and action, closely integrating the spirit of the 20th National Congress of the Communist Party of China with the study of works such as the “Outline for Studying Xi Jinping Thought on Socialist Economy” and Volume IV of “Xi Jinping: The Governance of China.” They should also align these efforts with the practical realities of their respective departments and with the important instructions and directives of General Secretary Xi Jinping on the geological exploration sector—particularly the spirit of his reply to all geological workers of the Sixth Geological Brigade of the Shandong Provincial Bureau of Geology and Mineral Resources. All must firmly uphold and put into practice the philosophy that lucid waters and lush mountains are invaluable assets, focusing on safeguarding national energy and resource security and supporting ecological progress. In advancing the new round of strategic initiatives for breakthroughs in mineral exploration, promoting integrated protection and systematic governance of mountains, rivers, forests, farmland, lakes, and grasslands, and accelerating carbon peaking and carbon neutrality, they are to proactively assume responsibility and take decisive action, plan ahead for next year’s work, and translate the study and implementation of the spirit of the 20th National Congress into concrete actions and tangible results.
