The Seventh Supervision Team of the Bureau (Group) conducted a comprehensive assessment and evaluation of our institute for the year 2022.


Recently, in accordance with the Bureau (Group)’s “Implementation Plan for the Comprehensive Assessment and Evaluation of Leadership Teams and Leading Personnel of Directly Affiliated Units (Enterprises) and for the Assessment and Evaluation of Directors and Management Team Members in 2022” and the “Implementation Plan for the Assessment and Evaluation of the Party Building Work Responsibility System in 2022,” the Seventh Supervisory Group—comprising five members led by Zhang Jianchun, Director of Regional Operations of the Bureau (Group)—conducted the 2022 assessment and evaluation of our institute’s leadership team, leading personnel, directors, and management team members, as well as the assessment of the party building work responsibility system. A total of 37 participants attended the meeting, including members of the Bureau (Group) assessment team, institute (company) leaders, selected mid-level managers, and employee representatives. The meeting was chaired by Zhang Yu, Director of the Strategic Investment Department of the Bureau (Group).

At the meeting, Zhang Jianchun, on behalf of the Seventh Supervisory Group, delivered a mobilization address, providing a detailed overview of the assessment’s content, procedures, and principles. He set forth stringent requirements regarding related tasks and disciplinary standards, and conveyed and underscored the Party Committee of the Bureau (Group)’s directives and the significance of conducting the comprehensive assessment and evaluation, thereby ensuring the smooth completion of the 2022 assessment work.

Wang Qingfeng, Secretary of the Party Committee and President (also Executive Director and General Manager) of our institute, delivered a work report on behalf of both the institute’s leadership team and in his personal capacity, as well as on the performance of the management team. He also presented an overview of the 2022 personnel selection and appointment practices and the implementation of the Party-building responsibility system. Furthermore, he reviewed and summarized the year’s achievements in production and operations, Party building, enterprise reform, and other key areas; analyzed existing problems and shortcomings; and outlined plans for the next phase of work. The remaining members of the leadership team each submitted written reports on their duties and integrity.

In 2022, under the strong leadership of the Party Committee of the Bureau (Group), the leadership team of Shandong Institute adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the guiding principle of “containing the epidemic, stabilizing the economy, and ensuring secure development,” and, in line with the Institute’s core development strategy of “1231,” strengthened Party building as a guiding force, focused on its primary responsibilities and core business, deepened enterprise reform, seized market opportunities, emphasized risk prevention, and proactively responded to the recurring challenges posed by the pandemic, thereby continuously energizing the Institute’s drive for high-quality development.

Following the conclusion of the work report presentations, the supervisory team conducted a democratic evaluation of the hospital’s leadership team and its leading cadres for the 2022 fiscal year. Attendees completed online evaluation forms based on the leadership team’s work report, individual performance and integrity reports, and their own practical experience.

Following the meeting, members of the General Administration’s supervision team divided into two working groups and conducted individual interviews with members of our institute’s leadership team, mid-level managers, and selected employee representatives. They extensively solicited feedback from cadres and employees, reviewed relevant records and documentation, and carried out an in-depth assessment of key areas, including the quality of Party building, the personnel selection and appointment system, and the enterprise’s reform and development.

Shandong Institute will take this assessment as an opportunity. In 2023, under the sound leadership of the Bureau (Group) Party Committee, it will earnestly implement the spirit of all relevant meetings, maintain firm confidence, pursue pioneering innovation, focus on its core responsibilities and primary business, and strive to develop distinctive, competitively strong core businesses, thereby elevating the Institute’s high-quality development to a new level.
