Recently, the Party Committee of the institute convened the 2023 annual meeting for party branch secretaries to report on and evaluate their work in Party building, as well as the assessment of the responsibility system for Party-building work at the branch level. Wang Qingfeng, Secretary of the Party Committee and President of the institute, presided over the meeting and delivered a speech. Leaders of the institute, secretaries of all party branches, members of branch committees, organizational officers of the Party Committee, and staff from the Party affairs department attended the meeting.

At the meeting, the secretaries of each Party branch delivered on-site reports covering a range of areas, including their performance in 2023, the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Communist Party of China, the progress of thematic education, the development of Party branch building and foundational work, the establishment of distinctive Party‑building brands under the “One Branch, One Feature” initiative, the integration of Party‑building efforts with production and business operations, the strict observance of political discipline and rules and the strengthening of conduct, innovations in Party‑building work, the rectification of issues identified in the previous year, as well as existing problems and plans for next steps. Following the presentations, members of the institute’s leadership team provided both one‑on‑one and collective feedback on the Party‑building work of each branch secretary, commending achievements while pointing out shortcomings and offering constructive suggestions and recommendations.
At the meeting, members of the assessment panel conducted on-site evaluations and assigned scores based on the performance reports submitted by the secretaries of each Party branch. They also carried out field inspections of the branches’ foundational work, referencing the “Party Branch Work Manual,” and assessed day-to-day operations, striving to comprehensively and objectively evaluate, from multiple perspectives, how each Party branch has implemented the responsibility system for Party building over the past year, as well as the extent to which branch secretaries have led and advanced Party‑building efforts.
The meeting emphasized that, in the new year, all branch secretaries must earnestly assume their primary responsibility for Party building within their respective branches, comprehensively strengthening political, ideological, organizational, disciplinary, and conduct‑related work to promote high‑quality development of Party building and elevate business operations to a new level. They should raise their political awareness in leading Party building, demonstrating greater initiative in political leadership and ideological guidance; ground themselves in solidifying foundations and consolidating the Party’s core, deepening efforts to strengthen branches and cultivate capable teams; focus on cultivating distinctive strengths, taking a more proactive stance in aligning with central priorities and serving the overall situation; and concentrate on discipline and conduct, enforcing stricter standards and fostering a more rigorous work style.
To further improve work style, the 2023 Party-building assessment was streamlined in accordance with the principles of simplicity, practicality, and effectiveness, while also reducing the burden on grassroots units. Specifically, the assessment of the branch-level Party-building responsibility system was integrated into the performance appraisal and evaluation of Party branch secretaries’ reports on their Party-building work, with a single set of results used for both.
