On March 14, our institute convened a conference on Party building, as well as on the building of a clean and honest Party conduct and the fight against corruption. Wang Qingfeng, Secretary of the Party Committee and President of the institute, attended the meeting and delivered a report, while Pan Weicai, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, presided over the session.
At the meeting, Comrade Pan Weicai conveyed the spirit of the summary conference on the thematic education campaign to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, convened by the Party Committee of the China National Bureau of Coal Geology. Comrade Sun Xinyong, a member of the Party Committee and Vice President, communicated the key directives from the Bureau (Group) Conference on Party Building, Integrity and Clean Governance, and Anti-Corruption Work. Comrade Peng Mingzhang, also a member of the Party Committee and Vice President, reported on the convening of the 2023 special democratic life meeting of the Institute’s Party Committee. Finally, Comrade Wang Qingfeng delivered a work report titled “Upholding the Banner, Forging the Soul, Consolidating the Foundation; Uniting Hearts and Gathering Strength to Embark Anew—Continuing to Write a New Chapter of High-Quality Development through High-Quality Party Building,” comprehensively reviewing and summarizing the Institute’s work in Party building, integrity and clean governance, and anti-corruption efforts for 2023, and outlining the key tasks for 2024.
The meeting noted that the overarching guiding principle for our institute’s Party building and integrity‑building efforts in 2024 is as follows: to uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding ideology; to comprehensively implement the spirit of the 20th National Congress of the CPC, the Second Plenary Session of the 20th CPC Central Committee, and the Third Plenary Session of the 20th CPC Central Commission for Discipline Inspection; to deepen the implementation of General Secretary Xi Jinping’s important expositions, instructions, and directives on Party building; to consolidate and build upon the outcomes of the thematic education campaign; to further strengthen the political responsibility for governing the Party and exercising full‑scale strict Party self‑discipline; to vigorously foster a “comprehensive Party‑building framework” and improve the “integrated oversight” system; to persistently rectify conduct, enforce discipline, and combat corruption; and to continuously elevate the quality and standard of Party building and its capacity to serve the overall work of the institute. In doing so, we will integrate and permeate the leadership of the Party and the strengthening of Party building throughout the entire process of Shandong Institute’s reform, development, and production‑operation activities, using high‑quality Party building to drive high‑quality development and making unremitting efforts to ensure the institute’s sound, stable, and high‑quality growth.
The meeting emphasized that 2024 marks the 75th anniversary of the founding of the People’s Republic of China, a pivotal year for implementing the goals and tasks set forth in the 14th Five-Year Plan, and a year of continued efforts to deepen reform and transformation, comprehensively advance the new round of strategic initiatives for breakthroughs in mineral exploration, and accelerate high-quality development. All Party branches and all Party members must closely adhere to the overarching requirements for Party building in the new era, take political Party building as the guiding principle, comprehensively strengthen political work, continuously deepen theoretical education, focus on consolidating the grassroots foundation, and persistently uphold sound conduct and strict discipline, thereby using high‑quality Party building to lead and ensure the high‑quality development of our institution.
The meeting called for prioritizing six key areas in Party building work for 2024: focusing on upholding the “Two Upholds” to strengthen the Party’s political development and firmly maintain the correct direction; concentrating on ensuring accountability to consolidate the grassroots foundation of Party building and reinforce organizational support; emphasizing selection, training, management, and utilization to build a strong cadre and talent pool and unleash the supporting role of human resources; prioritizing both upholding fundamental principles and fostering innovation to enhance ideological and political guidance and ignite new momentum; reinforcing integrity and discipline to cultivate a clean and upright corporate culture and nurture a political environment characterized by transparency and righteousness; and uniting hearts and pooling strengths by integrating Party building with mass organization work to harness powerful collective synergy.
At the meeting, awards were presented to the Party branches and branch secretaries that received an “Excellent” rating in the 2023 Party Branch Assessment and Evaluation and the performance appraisal of branch secretaries’ reports on Party building, as well as to the advanced collectives and outstanding correspondents recognized for their work in publicity and ideological education in 2023.
The Party Committee of the institute has signed the “Work Plan for Party Building” and the “Responsibility Letter on Building a Clean and Honest Party Style” with each Party branch and department.
Prior to the meeting, participants were convened to watch the cautionary educational films “Strengthening Upright Conduct and Disciplinary Oversight” and “A Youth Lost,” using real‑world cases as warnings to further reinforce education on Party conduct and integrity. The session urged Party members and cadres to steadfastly implement the spirit of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct, lead by example in maintaining strict self‑discipline and upholding integrity, and foster a positive atmosphere of dedication and pragmatism throughout our institution, thereby striving to create a sound political environment conducive to work and entrepreneurship.
Members of the hospital’s leadership team, heads of all departments, secretaries and members of the branch committees, members of the hospital’s Commission for Discipline Inspection, heads of human resources and Party organization, selected Party member representatives, as well as all staff members of the Party affairs and discipline inspection departments—nearly 40 people in total—attended the meeting.
