The First Inspection Team of the Party Committee of the Bureau (Group) convened a mobilization meeting for its inspection of the Party Committee of Shandong Institute.


In accordance with the unified deployment of the Bureau (Group) Party Committee’s inspection work, the Bureau (Group) Party Committee’s First Inspection Team recently convened a mobilization meeting to launch its inspection of the Shandong Institute Party Committee. Long Yuanqing, Deputy Secretary of the Bureau (Group) Party Committee, attended the meeting and addressed the participants, while Zhang Jianchun, Head of the First Inspection Team and Regional Operations Director, delivered the opening remarks. Wang Qingfeng, Secretary of the Party Committee and President of the Shandong Institute, presided over the meeting and made a statement expressing the institute’s commitment to the inspection process.

Long Yuanqing pointed out that continuously deepening political inspections serves as a robust political safeguard for advancing the Party’s comprehensive and strict governance across the entire system and for ensuring the high-quality implementation of core tasks. This round of inspections is the first conducted by the Bureau (Group) Party Committee since the newly revised Regulations on CPC Inspection Work were promulgated, and it takes place against the backdrop of the Bureau (Group) launching a special campaign to comprehensively deepen state‑owned enterprise reform. Successfully carrying out this round of inspections is a shared political responsibility of the inspection team and the Party Committee of Shandong Institute, and it holds great significance for strengthening the Party’s building within the enterprise and for promoting its reform and development. The ongoing education on Party discipline should be treated as a key component of the inspection, with efforts vigorously focused on ensuring that education on discipline and rules is effectively implemented.

With regard to how to carry out this inspection effectively, Long Yuanqing put forward three points for both the inspection team and the Party Committee of Shandong Institute: First, it is essential to accurately grasp the CPC Central Committee’s new arrangements and requirements for inspection work, thereby better fulfilling the political duties and mission of political inspections. Second, we must precisely identify the characteristics and priorities of this particular inspection, ensuring that political oversight becomes more concrete, targeted, and routine. The inspection team should focus on industry-specific features to pinpoint entry points for identifying problems, while the Party Committee of Shandong Institute should emphasize the application of findings and do a thorough job in implementing corrective measures—the “second half” of the inspection process. Third, we must fully comply with the requirements of the newly revised Regulations on CPC Inspection Work, guaranteeing the successful completion of the inspection mandate. The inspection team should strengthen its political development, guide practice with innovative theories, and advance its work with a spirit of seeking truth and being pragmatic; meanwhile, the Party Committee of Shandong Institute should ensure solid rectification efforts to achieve coordinated responses to the same issues.

Zhang Jianchun delivered a mobilization speech on the inspection work, providing a detailed explanation of its significance, key areas of focus, methods, and relevant requirements. He emphasized three points: First, it is essential to raise political awareness and fully recognize the importance of inspection work. Conducting inspections is a concrete manifestation of upholding political principles, a systematic measure to deepen the comprehensive and strict governance of the Party, and a political guarantee for promoting high-quality enterprise development. Second, we must firmly grasp the priorities and enhance the targeted effectiveness of inspection efforts. The inspection team will, in light of the actual conditions of Shandong Institute, concentrate on the “four implementations” to strengthen oversight and supervision, with particular emphasis on monitoring the fulfillment of rectification responsibilities. Third, we must reinforce accountability, improve organizational coordination, and foster a conducive supervisory environment; ensure rigorous follow-up on identified issues by requiring the Party Committee of Shandong Institute to develop comprehensive rectification plans, propose specific corrective measures, and establish lists of problems, responsibilities, and tasks. Meanwhile, the Commission for Discipline Inspection should oversee the implementation of these measures to ensure that the inspection yields tangible results.

Wang Qingfeng delivered a statement, noting that this inspection represents a comprehensive review of the Shandong Institute’s work by the Party Committee of the Bureau (Group) and will undoubtedly serve to advance the institute’s reform and development. All Party members and cadres are urged to elevate their political awareness, proactively submit to political oversight, and approach the inspection with a strong sense of responsibility and a rigorous, conscientious attitude. They should ensure effective implementation of accountability, strengthen overall coordination, and promptly address all issues raised in the inspection report through immediate corrective actions and comprehensive rectification. At the same time, they must delve into the root causes, draw broader lessons from individual cases, establish long-term mechanisms, and propel the Shandong Institute’s high-quality development to a new level.

At the meeting, the inspection team and the special inspection team on personnel selection and appointment conducted democratic evaluations and questionnaire surveys. Wang Bin, deputy head of the Bureau (Group)’s First Inspection Team and head of the Special Inspection Team on Personnel Selection and Appointment, along with members of both teams, attended the meeting, as did members of the Institute’s Party Committee leadership, departmental deputy heads and above, and employee representatives.
