1. Bidders must possess independent legal personality and the capacity to perform the contract, including relevant professional and technical qualifications and capabilities, financial resources, equipment and other physical facilities, managerial competence, experience, reputation, and an adequate number of qualified personnel.

2. Not subject to an order to suspend business, disqualification from bidding, seizure or freezing of assets, or bankruptcy;

3. No instances of fraudulently obtaining a bid, serious breach of contract, or significant engineering quality issues have occurred in the past three years.
