ASTANA, June 17 (Xinhua) — By reporters Ni Siyi, Zhao Yu and Hao Weiwei: On the afternoon of June 17, local time, the Second China–Central Asia Summit was held at the Independence Palace in Astana. Kazakh President Kassym-Jomart Tokayev chaired the meeting. Chinese President Xi Jinping, Kyrgyz President Sadyr Japarov, Tajik President Emomali Rahmon, Turkmen President Serdar Berdymukhamedov, and Uzbek President Shavkat Mirziyoyev attended. In a spirit of friendship, the heads of state reviewed the achievements of China–Central Asia cooperation across various fields since the Xi’an Summit, outlined prospects for future development, and unanimously agreed to uphold the “China–Central Asia Spirit,” maintain enduring good-neighborly relations, and work together to advance the building of a China–Central Asia community with a shared future, achieving new milestones along the way.

Xi Jinping pointed out that two years ago, we gathered in Xi’an, China, to jointly outline the “Xi’an Vision” for China–Central Asia cooperation. Over the past two years, China and the Central Asian countries have deepened and solidified their joint efforts under the Belt and Road Initiative, with vigorous progress across all sectors. The institutional framework of the China–Central Asia mechanism has largely taken shape, the consensus reached at the first summit has been fully implemented, the path of cooperation has grown ever broader, and the flower of friendship has blossomed ever more brilliantly.

Xi Jinping emphasized that our cooperation is rooted in more than two millennia of friendly exchanges, consolidated by over 30 years of solidarity and mutual trust since the establishment of diplomatic relations, and advanced through open, win-win engagement in the new era. Through long-term practice, we have forged the “China–Central Asia Spirit,” characterized by mutual respect, mutual trust, mutual benefit, and mutual assistance, and driven by high-quality development toward shared modernization: upholding mutual respect and equal treatment, treating all countries—regardless of size—with impartiality; resolving issues through consultation and making decisions by consensus; deepening mutual trust and speaking with one voice, firmly supporting each other in safeguarding national independence, sovereignty, territorial integrity, and national dignity, and refraining from any actions that would undermine each other’s core interests; pursuing mutual benefit and common development, treating each other as priority partners, offering one another opportunities for growth, balancing the interests of all parties, and achieving win‑win outcomes and shared prosperity; and standing in solidarity and pulling together, supporting each other in following development paths suited to their national conditions, managing their own affairs effectively, jointly addressing various risks and challenges, and working together to uphold regional security and stability. The “China–Central Asia Spirit” provides an important guiding principle for enduring friendship and cooperation across generations, which we must always uphold and continue to promote and enrich.

Xi Jinping pointed out that, at present, the once-in-a-century changes are accelerating, and the world has entered a new period of turbulence and transformation. Only by remaining steadfast in our commitment to fairness and justice and unwavering in our pursuit of mutual benefit and win-win outcomes can we safeguard world peace and achieve common development. Tariff wars and trade wars leave no winners; unilateralism, protectionism, and hegemonism are bound to harm others as well as themselves. History cannot be reversed—it must move forward; the world cannot be divided—it must remain united; and humanity cannot return to the law of the jungle—it must build a community with a shared future for mankind. Guided by the “China–Central Asia Spirit,” we must strengthen cooperation with an even more proactive stance and more pragmatic measures, promote high-quality development of the Belt and Road Initiative, and forge ahead with determination toward the goal of building a China–Central Asia community with a shared future.

First, we must remain true to our original aspiration of unity—mutual trust and support. China has always regarded Central Asia as a priority in its neighborhood diplomacy, upholding the principles of good-neighborliness, security, prosperity, and friendship, and treating Central Asian countries as equals with sincerity. We will always hope for the well-being of our neighbors and strive for their continued stability and development. The six countries have signed the Treaty of Good-Neighborliness and Friendly Cooperation, enshrining the principle of enduring friendship in legal form. This marks a new milestone in the history of relations among the six nations and represents a pioneering achievement in China’s neighborhood diplomacy, one that benefits both the present and future generations.

Second, we must optimize a cooperative framework that is pragmatic, efficient, and deeply integrated. We have designated 2025–2026 as the “Year of High-Quality China–Central Asia Cooperation,” focusing on trade facilitation, industrial investment, connectivity, green mining, agricultural modernization, and people-to-people exchanges, while implementing more concrete projects to foster new drivers of productivity. China has decided to establish three major cooperation centers—on poverty reduction, educational exchange, and desertification control—within the China–Central Asia cooperation framework, along with a platform for trade facilitation. We will support Central Asian countries in carrying out projects that improve livelihoods and promote development, and over the next two years, we will provide 3,000 training opportunities to the region.

Third, we must forge a security architecture characterized by peace and stability, in which all share a common destiny. We will strengthen regional security governance, further deepen law enforcement and security cooperation, work together to prevent and counter extremist ideologies, resolutely combat the “three forces,” and jointly safeguard regional peace and stability. China stands ready to provide whatever assistance it can to Central Asian countries in their efforts to combat terrorism and transnational organized crime, and to uphold cybersecurity and biosecurity.

Fourth, we must strengthen the cultural bonds of shared aspirations and mutual understanding. China will deepen cooperation with Central Asian countries across legislative bodies, political parties, women’s groups, youth organizations, media outlets, and think tanks, and engage in in-depth exchanges on governance and state‑building. We stand ready to establish more cultural centers, branch campuses of universities, and Luban Workshops in Central Asia, thereby cultivating a larger pool of high‑caliber talent for the region. We also support the further enhancement of subnational cooperation, working together to forge a “hearts‑and‑minds connectivity” framework that spans from the central level to local communities, from official channels to civil society, and from bordering regions to broader areas.

Fifth, we must uphold a just, equitable, equal, and orderly international order. We should join hands to safeguard international fairness and justice, oppose hegemonism and power politics, and actively promote a multipolar world that is both equal and well‑ordered, as well as an inclusive and universally beneficial economic globalization. This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti‑Fascist War, as well as the 80th anniversary of the founding of the United Nations. During those arduous and extraordinary years of war, the Chinese people and the peoples of Central Asia stood in mutual support, shared both joys and hardships, and made significant contributions to the cause of human justice. We must champion a correct view of history, defend the achievements of the Second World War, and safeguard the international system with the United Nations at its core, thereby injecting greater stability and certainty into world peace and development.

Xi Jinping concluded by noting that China is advancing the great cause of national rejuvenation and building a modern socialist country in all respects through Chinese-style modernization. Regardless of how the international landscape evolves, China remains steadfast in its commitment to opening up to the world. China stands ready to work together with the Central Asian countries to pursue higher‑quality cooperation, deepen the convergence of interests, achieve common development, and continuously deliver new achievements in China–Central Asia cooperation.

Kazakh President Tokayev and the leaders of the five Central Asian countries unanimously stated that, under the outstanding leadership of President Xi Jinping, China has achieved remarkable development successes that have captured the world’s attention. They expressed gratitude for China’s comprehensive cooperation with the Central Asian nations, which has brought invaluable development opportunities to all parties. The China–Central Asia mechanism has become an important platform for fostering dialogue and cooperation between the two sides and for advancing the economic and social development of the Central Asian countries. In a world fraught with uncertainty, the strategic significance of the China–Central Asia mechanism has grown even more pronounced, as China’s prosperity and strength are benefiting its neighboring countries. China is a strategic partner and a true friend whom the Central Asian countries can rely on indefinitely. The Central Asian countries highly value the model of mutual respect, equality, and mutually beneficial cooperation with China, and look forward to deepening all‑round cooperation, expanding trade and investment, jointly building the Belt and Road Initiative with high quality, and strengthening collaboration in industry, agriculture, science and technology, infrastructure, new energy, and connectivity. They also seek to enhance regional security cooperation and promote people-to-people and cultural exchanges in education, tourism, and other fields, with the aim of turning the China–Central Asia mechanism into a model of regional cooperation—sharing development and prosperity, jointly promoting peace and stability, and building an even closer community with a shared future. All parties warmly commended China’s constructive role in international and regional affairs, actively supported President Xi Jinping’s vision of a community with a shared future for mankind and his three major global initiatives, and expressed their willingness to coordinate closely with China, firmly uphold free trade and the multilateral trading system, and work together to safeguard international fairness and justice.

During the summit, Xi Jinping and the heads of state of the five Central Asian countries signed the Astana Declaration of the Second China–Central Asia Summit and the Treaty on Permanent Good-Neighborliness, Friendship, and Cooperation between the People’s Republic of China and the Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

The summit announced the signing of 12 cooperation documents covering areas such as joint Belt and Road development, facilitation of people-to-people exchanges, green mining, trade facilitation, connectivity, industry, and customs. During the summit, China signed multiple sister-city agreements with the five Central Asian countries, bringing the total number of sister-city pairings between the two sides to over 100.

All parties agreed that China will host the Third China–Central Asia Summit in 2027.

That evening, Xi Jinping attended the welcome banquet hosted by President Tokayev for the heads of state attending the summit.
