  As the Mid-Autumn Festival and National Day approach, it is imperative to consistently and unwaveringly uphold the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct. Recently, the Central Commission for Discipline Inspection and the National Supervisory Commission publicly announced eight typical cases of violations of this decision. The details are as follows:

Liu Xingtai, former deputy secretary of the Party Leadership Group and vice director of the Standing Committee of the Hainan Provincial People’s Congress, engaged in formalism and bureaucratism in advancing projects to improve people’s livelihoods, improperly accepted gifts and monetary gifts, and accepted banquets that could potentially compromise the impartial performance of his official duties. From 2021 to 2023, while leading the implementation of key livelihood‑related projects in Hainan Province, Liu Xingtai disregarded relevant regulations, conducting on‑site inspections only twice over the three‑year period—each visit lasting less than half an hour—and arranging for photographs to be taken as a form of “check‑in.” He repeatedly and unlawfully accepted cash gifts, alcoholic beverages, and high‑end custom‑made clothing from Party and government officials and private business owners, and frequently attended banquets hosted by private entrepreneurs, with all related expenses borne by the hosts. In addition, Liu Xingtai was found to have committed other serious disciplinary and legal violations; he was expelled from the Communist Party and dismissed from public office, and was sentenced to death with a two‑year reprieve for the crime of accepting bribes.

Wang Honghai, former director of the Finance and Economic Committee of the Tianjin Municipal People’s Congress, was found to have illegally accepted gifts and cash, arranged for his family members to participate in travel activities that could compromise the impartial performance of official duties, and improperly borrowed vehicles from entities under his management or service. From 2013 to 2024, during festivals such as the Mid-Autumn Festival and the Spring Festival, Wang Honghai repeatedly accepted gifts and monetary gifts from his subordinates and private-sector business owners; he also accepted invitations from private-sector entrepreneurs to arrange for his family to travel to various domestic and international destinations, with the associated expenses borne by those entrepreneurs; furthermore, he long-term borrowed two vehicles from a private enterprise for his personal and family use, with the related costs likewise paid by the entrepreneur. In addition, Wang Honghai was found to have committed other serious disciplinary and legal violations, resulting in his expulsion from the Communist Party and dismissal from public office, and he was sentenced to twelve years and six months’ imprisonment for the crime of accepting bribes.

Zhu Canzhang, former general manager of the Corporate Clients Department at the Export-Import Bank of China, accepted banquets and golf outings that could compromise the impartiality of his official duties, and improperly received gifts and monetary gifts. From 2018 to 2023, Zhu Canzhang repeatedly and in violation of regulations accepted banquets arranged by those under his management and service, during which he consumed high-end alcoholic beverages; he also repeatedly participated in golf outings organized by private-sector business owners, with the associated expenses borne by the other party; furthermore, he accepted multiple gifts—including golf bags and mobile phones—from individuals subject to his oversight and services. In addition, Zhu Canzhang was found to have committed other serious disciplinary and legal violations. He has been expelled from the Communist Party and dismissed from public office, and the suspected criminal matters have been referred to the procuratorial organs for lawful review and prosecution.

Hu Chaolin, former member of the Party Committee and deputy director of the Anhui Provincial Prison Administration, accepted banquets that could compromise the impartiality of his official duties and improperly received gifts. During the period of in-depth study and education on implementing the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct in April 2025, Hu Chaolin improperly accepted banquets arranged by entities under his management and service, with the banquet held on a day when he was serving as the unit’s on-duty leader. He also repeatedly accepted high-end alcoholic beverages and other gifts from those he managed or served during holidays. Hu Chaolin was given a serious warning within the Party and removed from his post.

Yu Feiyue, former Party Secretary and Chairwoman of the Women’s Federation of Yueyang City, Hunan Province, organized banquets that could potentially compromise the impartiality of official duties and improperly used official vehicles. During the study and education campaign in April 2025, Yu Feiyue hosted two banquets for relevant public officials in Yueyang City, with alcoholic beverages and meal expenses provided by those he was managing or serving. He also improperly used an official vehicle to attend these banquets and to transport personnel. Yu Feiyue was given a serious warning within the Party and removed from his post, while other persons held accountable received corresponding disciplinary measures.

Qu Jingmin, Director of the Tobacco Leaf Management Division of the Jilin Provincial Bureau of the State Tobacco Monopoly Administration, arranged for personnel who had no substantive research assignments to participate in inspection and investigation activities, and facilitated banquets that could potentially compromise the impartial performance of official duties. While serving as Party Secretary and Director of the Songyuan City Bureau of the State Tobacco Monopoly Administration in Jilin Province, Qu Jingmin led two fact-finding missions to other localities between May and June 2023, failing to strictly control the number of personnel participating in these off-site visits; moreover, several participants did not have any substantive research tasks. In January 2024, he also hosted a banquet that could potentially compromise the impartiality of official duties. As a result, Qu Jingmin has been given a serious warning within the Party and a major demerit.

Li Jianming, former member of the Party Leadership Group and deputy director of the Standing Committee of the People’s Congress of Luqu County, Gannan Prefecture, Gansu Province, engaged in disguised official‑funded tourism under the guise of training. In September 2023, the Publicity Department of the Luqu County CPC Committee and the County Bureau of Rural Revitalization jointly organized a training program in Yunnan. The team leader, Li Jianming, deliberately added sightseeing routes, arbitrarily shortened classroom instruction time, and cut back on on-site teaching sessions to make room for tourism visits. Li Jianming also checked into luxury suites exceeding standard allowances, while several trainees traveled in vehicles beyond prescribed limits; all related expenses were reimbursed from public funds. The Luqu County CPC Committee’s Publicity Department and the County Bureau of Rural Revitalization failed to conduct thorough deliberations on curriculum design and venue selection, treated the review and approval of the training plan as a mere formality, and neglected effective oversight and management of the training activities. Li Jianming was removed from his Party position and demoted in his official post, while other participants in the training, along with responsible officials from the County CPC Committee’s Publicity Department and the County Bureau of Rural Revitalization, received corresponding disciplinary measures.

Liu Xinghua, Deputy Secretary of the Party Committee and General Manager of Zhongwei New Energy Company, a subsidiary of State Power Investment Corporation Ningxia Aluminum & Electricity Co., Ltd., was found to have improperly organized banquets paid for with public funds. During the study and education campaign in April 2025, while undergoing a superior-level safety inspection, Zhongwei New Energy Company’s Liu Xinghua repeatedly violated regulations by hosting banquets or arranging for subordinates to host banquets for the safety inspection team. The associated expenses were fraudulently charged to official funds under the guise of business entertainment and other fictitious items. Liu Xinghua was given a serious warning within the Party, and other responsible personnel received corresponding disciplinary measures.

The Central Commission for Discipline Inspection and the National Supervisory Commission has pointed out that the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct is a landmark measure to strengthen Party governance in the new era, designed to win the people’s trust through concrete actions. It must be implemented with unwavering determination and without any slack, using ironclad rules to forge a sound work style. Party organizations at all levels and leading cadres must, from a political perspective, deeply recognize that Party conduct bears directly on public support and the very survival of the Party; they must resolutely shoulder their political responsibility for improving work style, strengthen routine oversight within Party organizations, establish and improve mechanisms for regularly identifying and addressing problems, and continuously consolidate and expand the achievements of study and education on thoroughly implementing the spirit of the Eight-point Decision. Efforts should be made to institutionalize and sustain long-term improvements in work style, effectively fostering an atmosphere of strict discipline and upholding upright conduct. Disciplinary inspection and supervision organs at all levels must adhere unswervingly to a tone of strictness, make full use of rigorous oversight and disciplinary enforcement as powerful tools, promptly investigate and severely punish violations committed in defiance of the regulations, thoroughly probe into hidden and evolving forms of misconduct, and advance integrated investigations and rectification of both formal and underlying corruption. They must maintain a high-pressure stance of punishment. Attention should be focused on both longstanding issues and emerging trends in the “Four Undesirables,” striking hard at the first sign of violations such as unauthorized banquets and gift‑giving, and promptly correcting inaction, improper actions, and practices that unduly burden the grassroots. A systematic approach that addresses both symptoms and root causes is essential to ensure that officials and the public can see tangible improvements. As the Mid-Autumn Festival and National Day approach, it is imperative to step up warnings, reminders, oversight and inspections, and public disclosure, continuously sending a strong signal of strictness, guiding Party members and officials to respect discipline, remain vigilant, and stay within red lines, thereby fostering a clean and upright festive atmosphere.
