Jia Chunqu, Secretary of the Party Committee of the General Bureau, listened for the second time in Xinjiang to a report on the progress of the China National Chemical Exploration Bureau’s large-scale mineral exploration campaign to support Xinjiang.

On March 11, Jia Chunqu, Secretary of the Party Committee of the General Bureau, convened a second meeting in Urumqi, Xinjiang, to hear a special report on the progress of the China National Chemical Corporation’s large-scale mineral exploration campaign in support of Xinjiang. During the meeting, he gained an in-depth understanding of the project’s interim achievements, existing challenges, and plans for the next phase, and issued further instructions and requirements for advancing this initiative. Nan Feng, Director of the General Bureau’s Office; Huang Yong, Head of the Safety Department; and Tian Jiangbo, Director of the Xinjiang Mineral Exploration Office, attended the meeting. Chen Xinhuan, Secretary of the Party Committee and Chairman of the China National Chemical Corporation, presented the work report.

In his report, Chen Xinhuan stated that the newly appointed Party Committee of the China National Chemical Bureau has thoroughly implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions delivered during the celebrations marking the 70th anniversary of the establishment of the Xinjiang Uygur Autonomous Region, as well as his recent key directives on the work of central enterprises. The Committee has also acted upon the consensus reached at a symposium between Secretary Jia Chunqu of the Bureau and Xinjiang Uygur Autonomous Region Party Secretary Chen Xiaojiang and Autonomous Region Chairman Aierken Tuniyaz, resolutely fulfilling all requirements set forth by the Bureau’s Party Committee. Anchored in its core mission of mineral exploration and prospecting, the Bureau has coordinated and advanced all undertakings with a sense of responsibility befitting a central enterprise, achieving phased progress in areas such as resource integration, collaboration between enterprises and local authorities, and technological breakthroughs, thereby laying a solid foundation for future decisive advances. Chen Xinhuan provided a detailed account of recent progress in mineral exploration efforts in Xinjiang, the implementation of the “large-scale campaign” model, and specific measures for conducting exploration focused on chemical‑related minerals. He further outlined the Bureau’s plans for the next phase, addressing challenges to development in Xinjiang, deepening industry–university–research collaboration, and standardizing mineral rights management.

After hearing the report, Jia Chunqu highly commended the interim achievements of the Sinochem Bureau’s large-scale mineral exploration campaign in Xinjiang and put forward three points: First, The newly appointed Party Committee of the China National Chemical Engineering Group has demonstrated a high level of political awareness, steadfastly and resolutely implementing the decisions and arrangements of the CPC Central Committee, the State Council’s SASAC, and the Group’s Party Committee. It has treated the large-scale campaign to support Xinjiang in mineral exploration as a major political task, ensuring meticulous planning and rigorous execution, while closely aligning with the Group’s directives and efficiently advancing implementation, thereby exemplifying the political responsibility of a central state-owned enterprise. Second, The Management Committee of the Xinjiang Mineral Exploration Campaign boasts a strong staffing lineup, having assembled a dedicated task force from six leading institutions by drawing on their most capable personnel. This has laid a solid organizational and human‑resource foundation for advancing the campaign, ensuring that all related tasks are carried out efficiently and in an orderly manner. Third is The China National Chemical Engineering Group has demonstrated swift and precise implementation, effectively seizing the strategic window of opportunity presented by the geological‑assistance‑to‑Xinjiang initiative. It has focused on core priorities such as mineral‑rights management and the development of Xinjiang’s key mineral‑prospecting front, while proactively coordinating with the Xinjiang Uyghur Autonomous Region government to advance the signing of relevant memoranda of cooperation. With a clear line of thinking and pragmatic measures, the organization has exemplified a commendable work ethic marked by a strong sense of responsibility and a willingness to shoulder heavy burdens.

Jia Chunqu pointed out that the large-scale mineral exploration campaign in Xinjiang is a major political task for the General Administration, aimed at supporting the national energy and resource security strategy and implementing the Party’s governance‑of‑Xinjiang policy for the new era. It also represents a key practical endeavor for central state-owned enterprises to focus on their core responsibilities and demonstrate their sense of responsibility and commitment. At present, mineral exploration has entered a critical phase of tackling tough challenges and achieving breakthroughs. As the General Administration’s core force in this effort, the China National Chemical Corporation must continue to shoulder its responsibilities as a central SOE, advancing all tasks with higher standards and more concrete measures to secure new breakthroughs.

Chen Xinhuan, on behalf of the China National Chemical Exploration Bureau, delivered a statement, noting that the General Administration’s renewed, dedicated review of the Bureau’s work report not only serves as an assessment of its previous efforts but also provides strong impetus for future endeavors. All cadres and employees across the system will translate the General Administration Party Committee’s directives and requirements into concrete actions to tackle key challenges in mineral exploration, while integrating these efforts with the ongoing study and education campaign on establishing and practicing a correct view of political achievements, ensuring thorough implementation through lessons learned and proactive follow-up. Moving forward, the Bureau will remain firmly focused on its core business, resolutely carry out all tasks outlined in the major campaign, strengthen coordination and collaboration with units within the General Administration system, and continue to intensify efforts in resource integration, technological breakthroughs, and enterprise‑local cooperation. By delivering tangible results in mineral exploration, the Bureau will fulfill its mission as a central state‑owned enterprise and contribute even more significantly to the General Administration’s success in the critical battle to advance mineral exploration in Xinjiang and to promote high‑quality development.
