The State-owned Assets Supervision and Administration Commission of the State Council convened a meeting to advance inspection work within the Commission and among enterprises under its supervision.

To deepen Party discipline education and ensure that rectification measures following central inspection tours are implemented thoroughly and effectively, on May 27, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) convened a meeting to advance inspection work across SASAC and its supervised enterprises. In accordance with the study plan of the SASAC Party Committee’s Theoretical Study Center Group, the meeting conducted an in-depth study of the newly revised Regulations on Inspection Work of the Communist Party of China (hereinafter referred to as the “Regulations”), implemented the spirit of the 2024 National Inspection Work Conference, and focused on promoting high-quality development of inspection work within SASAC and its supervised enterprises. Leading officials from the Central Inspection Office attended the meeting, provided an in-depth interpretation of the Regulations, and set forth requirements for further advancing inspections of state-owned assets and central enterprises and for effectively carrying out inspection‑related rectification. Zhang Yuzhuo, Secretary of the SASAC Party Committee and Director, who also serves as the head of the Party Committee’s Inspection Work Leading Group, presided over the meeting and delivered a speech. Gong Tanghua, Head of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at SASAC, and a member of the SASAC Party Committee as well as Deputy Head of the Party Committee’s Inspection Work Leading Group, put forward specific requirements for ensuring thorough study and implementation of the Regulations and for doing a good job in inspection and rectification efforts.

The meeting noted that the CPC Central Committee’s issuance of the newly revised Regulations is an important measure to improve the institutional framework for the Party’s self‑revolution. It holds great significance for upholding and strengthening the CPC Central Committee’s centralized, unified leadership over inspection work and for advancing the high‑quality development of inspection efforts. All participants are urged to earnestly study and thoroughly grasp General Secretary Xi Jinping’s important expositions on inspection work, and to genuinely enhance their sense of responsibility and mission in carrying out inspection tasks in the new era.

The meeting emphasized the need to accurately grasp the key provisions of the revised Regulations from eight perspectives, thereby enhancing the targetedness and effectiveness of their implementation. It is essential to firmly uphold the political nature of inspection work, adhere to the guiding principles of inspection, and resolutely safeguard the “two upholds”; to remain focused on the central tasks and serve the overall situation, embodying a problem‑oriented approach, a spirit of struggle, and the principle of seeking truth from facts; to maintain the CPC Central Committee’s centralized and unified leadership over inspection work, and to improve the leadership system and working mechanisms for inspections; to implement the principal responsibility for inspection work and refine the specific requirements for Party committees to oversee inspection efforts; to highlight the “key few” and strengthen oversight of top leaders; to reinforce the rectification of issues identified during inspections and the effective utilization of inspection outcomes, clearly defining the accountability framework and working mechanisms for follow‑up actions; to leverage the comprehensive supervisory role of inspections and promote seamless coordination with other forms of oversight; and to uphold the principle that “to forge iron, one must be strong oneself,” continuously strengthening the institutional capacity and personnel development of inspection bodies.

The meeting noted that the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council will resolutely implement the important speeches and instructions of General Secretary Xi Jinping on rectifying issues identified during inspection tours, using the effective implementation of these rectifications to advance high-quality development of state‑owned enterprises and central SOEs. It will firmly shoulder and enforce accountability, strengthening oversight and guidance over the inspection‑related rectification efforts of central SOEs while ensuring thorough self‑rectification; prioritize key areas, coordinating and effectively addressing critical stages of the remediation process; and adopt sound approaches and methods to ensure tangible results, thereby demonstrating the “two upholds” through concrete actions and measurable outcomes.

The meeting called on all departments, directly affiliated institutions, and the Party committees of enterprises under the Commission’s administration to strengthen theoretical study, incorporating the study and implementation of the Regulations as a key component of centralized disciplinary education, an important measure for comprehensively and strictly governing the Party, and a regular item in their theoretical study plans. The Party committees and secretaries of enterprises under the Commission’s administration are required to elevate their political awareness, fully recognize the significance of inspection work, and enhance their political, ideological, and practical consciousness, ensuring that principal responsibilities and the duties of the “primary person in charge” are effectively fulfilled, thereby achieving full coverage of internal inspections with high quality. Furthermore, they must ensure rigorous implementation, strengthening efforts to coordinate with higher-level inspections, conduct internal inspections, and follow up on rectification measures, so as to carry out all related tasks more forcefully and effectively.

Relevant officials from the Central Inspection Office, members of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, the Secretary-General and Deputy Secretaries-General, leading officials of the Commission’s Discipline Inspection and Supervision Group stationed at the Commission, directors of all departments, principal officials of all departments and directly affiliated institutions, and all staff of the Party Committee’s inspection bodies attended the meeting at the main venue. Party secretaries, full-time deputy secretaries, discipline inspection commissioners, and principal officials of the inspection offices of enterprises under the Commission’s administration attended the meeting at their respective sub-venues.
