The Party Committee of the Bureau (Group) has studied and made arrangements for launching disciplinary education activities.
On April 11, the Party Committee of the Bureau (Group) convened a special Party committee meeting to collectively study General Secretary Xi Jinping’s important speeches and guiding instructions on Party discipline education, the spirit of the meeting of the Central Leading Group for Party Building, the requirements set forth in the “Notice of the General Office of the CPC Central Committee on Carrying Out Party Discipline Education Throughout the Party,” and the spirit of the SASAC’s work conference on conducting Party discipline education within state-owned enterprises and central SOEs. The meeting also reviewed and deployed the Bureau (Group)’s plans for Party discipline education. Liu Xingwang, Secretary of the Bureau (Group) Party Committee, Deputy Director, and Chairman, presided over the meeting and delivered a speech; members of the Bureau (Group) leadership team attended.
The meeting pointed out that launching Party‑discipline study and education is an important measure to strengthen the Party’s disciplinary construction and to advance the comprehensive and rigorous governance of the Party in greater depth; it also constitutes a key task in this year’s Party‑building work. General Secretary Xi Jinping attaches great importance to this initiative, having delivered important speeches and issued significant instructions on multiple occasions, thereby providing crucial guidance for its implementation. All levels within the Bureau (Group) must earnestly study and thoroughly grasp these directives, fully implement them, deeply recognize the decisive significance of the “two establishments,” resolutely uphold the “two safeguards,” and ensure that their thinking and actions are aligned with the decisions and arrangements of the CPC Central Committee.
The meeting emphasized the need to further elevate political awareness, maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core, and integrate the implementation of Party discipline study and education with the consolidation and expansion of the outcomes of thematic education, the sustained deepening of rectification measures following inspection tours, and the strengthening of a culture of integrity. It called for continuously deepening, internalizing, and applying the Party’s innovative theories and its regulations and disciplines, and for urging Party organizations and leading teams at all levels to rigorously strengthen Party discipline.
At the meeting, the Leading Group for Party Discipline Study and Education of the Bureau (Group) was established, and the following arrangements were made.
First, we must elevate our political awareness and deeply appreciate the profound significance of conducting Party‑discipline study and education. We should earnestly strengthen our sense of mission and responsibility in this endeavor, treating it as a major political task for the year. By further reinforcing our awareness of discipline and rules, strictly upholding the Party’s political discipline and norms, and demonstrating a high degree of political consciousness, we will ensure the effective organization and implementation of Party‑discipline study and education within the Bureau (Group).
Second, we must strengthen organizational leadership and promptly launch all tasks related to Party discipline study and education. Party organizations at all levels within the bureau (group) and the broad ranks of leading Party members should clearly define their objectives, conscientiously implement the relevant work arrangements and requirements of higher-level Party organizations, ensure effective communication between different levels, and promptly formulate and refine implementation plans. We must firmly establish and reinforce the chains of responsibility, operational execution, and oversight to ensure that Party organizations at all levels respond swiftly and take decisive action. Meanwhile, the publicity departments should carry out comprehensive outreach and guidance to foster a robust atmosphere of learning.
Third, we must apply systems thinking to advance Party discipline study and education in a comprehensive and substantive manner. We need to strengthen coordination across all fronts, integrating Party discipline study and education with Party‑spirit education and with the rigorous conduct of intra‑Party political life, so that the outcomes of this effort are effectively translated into the resolve to prevent and defuse risks and into the momentum for high‑quality development. Furthermore, specific measures under the Party discipline study and education initiative should be incorporated into the annual key priorities for Party building and the annual tasks for exercising full and strict governance over the Party, serving as important indicators in the annual assessment and evaluation of secretaries’ performance in Party‑building work.
Fourth, we must accurately grasp the objectives and requirements to ensure that Party‑discipline study and education yield concrete, tangible results. We should prioritize key areas, studying each provision of the Regulations on Disciplinary Actions of the Communist Party of China to gain a thorough understanding of all disciplinary requirements. We must uphold the principle of integrating routine efforts with long-term commitment, making full use of mechanisms such as the theoretical study group, the “first topic” system, and the “three meetings and one lesson” format, so that Party‑discipline education becomes an ongoing, institutionalized practice. We should strengthen discipline‑related training and guidance for key groups—newly promoted cadres, young cadres, and those in critical positions—and leverage case‑based learning to help Party members and officials draw lessons from examples, take heed of warnings, and apply insights across similar situations. In this way, we will ensure that observing rules and upholding discipline are deeply ingrained in their minds and internalized as unwritten norms governing their conduct in daily life.
