Poverty Alleviation Relocation Yields Tangible Results, Demonstrating Deep Concern for the People and Alleviating Their Worries—Our Hospital Receives a Banner of Gratitude and a Letter of Appreciation
On September 1, Xu Renguo, Deputy Secretary of the Party Working Committee, Political and Legal Affairs Commissioner, and Director of the CPPCC Members’ Liaison Office of Huanghe Subdistrict, together with Wei Haitian, Director of the Huanghe Subdistrict Development Office, and one other official, presented a banner inscribed with “Exquisite Expertise—Warm in Winter, Cool in Summer” along with a letter of gratitude to the relevant heads of our institute’s Hydrology and Environmental Branch (Business Unit). They expressed their heartfelt thanks for the substantial support and assistance our institute has provided in consolidating and expanding the achievements of poverty alleviation in the district, ensuring stable housing for residents of relocated areas, and contributing to rural revitalization.

Huanghe Subdistrict in Zhangqiu District, Jinan City, serves as a centralized resettlement area for the relocation of residents from the Yellow River floodplain. It has provided housing for 21 villages, 3,300 households, and 12,068 people. Prior to the relocation, living and working conditions in the floodplain were extremely challenging; due to high heating costs, it was common for residents to endure the cold rather than use gas for heating. Consequently, secure housing became the primary aspiration of the local population, and addressing the issue of clean winter heating emerged as a key measure to enhance their sense of well-being and quality of life.
In 2017, the Shandong Provincial Development and Reform Commission issued the “Shandong Province Yellow River Floodplain Resident Relocation and Reconstruction Plan,” outlining arrangements for the relocation of residents living in the Yellow River floodplain. In recent years, the Hydrogeological Environmental Division (Business Unit), which has successfully carried out multiple geothermal resource projects—including geothermal surveys and evaluations in the Ningjiabu area of Zhangqiu and in the Diao Town region—has, while closely monitoring and actively supporting the decisions and deployments for high-quality development in the Yellow River Basin, leveraged its robust technical expertise and extensive experience in geothermal and shallow ground‑source energy to undertake the “Jinan City Yellow River Floodplain (Zhangqiu District) Poverty Alleviation Relocation Project: Shallow Ground‑Source Energy Survey and Heating Pilot.” This initiative has provided a solid foundation for the Jinan Municipal Government to accelerate the relocation of floodplain residents, helping local communities realize their aspiration for green, clean, warm, and happy housing at an early date, thereby contributing the wisdom and strength of the Shandong Institute.
Since the project commenced in December 2021, the Hydrogeology and Environmental Institute has, through the implementation of geological drilling, thermal response tests, and geotechnical thermal property testing, characterized the shallow‑layer ground‑source energy conditions in the poverty‑alleviation relocation area of the Yellow River floodplain in Zhangqiu District, Jinan. At the Xinghe Agricultural Service Complex Community Convenience Service Center in Xinghe Community (with an area of 2,000 m²),… 2 ) A pilot project for shallow geothermal energy was constructed, along with a monitoring and energy‑efficiency analysis system, providing technical support and scientific evidence for heating in the relocation project and, in the longer term, for the rational planning, sustainable development, and integrated utilization of shallow geothermal resources across the Yellow River Basin. This initiative has served as a model for the successful application of shallow geothermal energy in the resettlement area and has played a pivotal role in advancing ecological civilization and the geothermal industry throughout the province, marking a significant breakthrough for the Shandong Institute in the field of poverty‑alleviation‑related ecological migration.
As a flagship project implementing the important instructions and directives delivered by General Secretary Xi Jinping during his inspection of Shandong Province, and as a key livelihood initiative of the Jinan Municipal Government, our institute attaches great importance to this undertaking. Guided by the dual priorities of ecological conservation and high-quality development, we remain committed to the new development philosophy, placing ecology first and pursuing green growth. Throughout the entire project lifecycle, we have strengthened integrated planning and coordination, pooling the institute’s premier technical expertise to drive progress in a concerted manner. Since the project’s commencement, leaders from the Bureau (Group) and our institute have visited the site on multiple occasions, gaining an in-depth understanding of the project’s scope, construction progress, standardization efforts, and interim achievements. They have provided robust guidance through field investigations, helped the project team resolve practical challenges, and offered unwavering support to ensure high‑quality management and execution, ultimately delivering outcomes that reassure the government and satisfy the public.
The gleaming golden banners and heartfelt letters of gratitude not only express the sincere appreciation of the residents of the Yellow River floodplain’s poverty‑alleviation relocation area for our institute’s rigorous quality control and dedicated service to the people, but also serve as a powerful source of encouragement and motivation for the professional expertise and unwavering dedication of Shandong Institute’s geologists. Moving forward, our institute will continue to be guided by the spirit of the 20th National Congress of the Communist Party of China, fully fulfilling its political and social responsibilities under the “Central Enterprises’ Targeted Poverty Alleviation” initiative.
