In 2022, under the correct leadership and guidance of the higher-level Party committee, our institute adhered to a people-centered approach, focused on strengthening its sense of purpose, and promptly ascertained the concerns and demands of employees through various channels, including the Employees’ Congress, democratic life meetings, research symposiums, and proactive outreach to the grassroots level. We also carried out the “Doing Practical Things for the People” initiative on a regular basis, gradually addressing a number of pressing issues that were of great concern to staff and the public, thereby continuously and effectively enhancing their sense of gain and well-being.

Grassroots work is multifaceted and complex; only by keeping the people at heart and staying true to our original aspirations can we consistently prioritize the interests of employees and the public, placing them front and center in even the most intricate circumstances. The hospital’s Party Committee has steadfastly taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, treating the ongoing deepening of the “Doing Practical Things for the People” campaign as a concrete measure to strengthen the “Four Consciousnesses,” bolster the “Four Confidences,” and uphold the “Two Safeguards.” It regards serving the overall cause of the hospital’s reform and development as both the starting point and the ultimate goal of this initiative, and has institutionalized the “Doing Practical Things for the People” campaign through careful planning and deployment. Guided by the needs and expectations of the public, the hospital’s leadership team has drawn up an annual list of key projects addressing people’s livelihoods, refined specific measures for implementation, and called on Party members and cadres to openly identify themselves, set exemplary standards, and take the lead. Meanwhile, the Party‑Mass Work Department has coordinated with relevant departments to clarify responsibilities and refine task assignments, while strengthening research and guidance through mechanisms such as the Party Committee meetings and the President’s Office meetings, thereby ensuring that all livelihood‑related initiatives are advanced steadily and effectively.

Employees and the broader workforce eagerly anticipate a development platform that is fairer and more accessible, wages that are both reasonable and satisfying, a workplace environment that is cleaner, safer, and more harmonious, and a leadership team that is united, capable, and full of promise. Thoroughly and accurately understanding public sentiment and opinions is the first step in ensuring that concrete measures to improve people’s livelihoods truly resonate with employees. Since the beginning of this year, our institute has continuously streamlined channels for employees to voice their feedback, maintaining open, regular access to the President’s mailbox, the Party Secretary’s mailbox, and the trade union’s suggestion box. We have consistently tackled the most pressing issues and addressed the most immediate concerns, actively soliciting input and recommendations from staff. At the same time, we have rigorously implemented the grassroots liaison system: members of the institute’s leadership team have taken the lead in conducting face-to-face surveys and discussions with employees across all departments, carefully listening to their views on all aspects of the institute’s work. Furthermore, they have spearheaded efforts to visit Yunnan, Inner Mongolia, Hubei, Zhejiang, and various cities and prefectures within the province—going deep into the front lines, among the workforce, and to field projects—to broadly gather insights and identify the real needs of the people. These efforts have laid a solid foundation for informed decision-making, targeted policy implementation, and the effective resolution of practical problems, thereby enhancing the relevance and effectiveness of our work in serving the public.

Upholding the unity of strength and warmth, we strive to transform employees’ “list of demands” into a “list of satisfaction,” ensuring that, while sharing in the fruits of the enterprise’s reform and development, workers are further inspired and rallied to forge a powerful synergy for high‑quality growth. In this way, we aim to establish a virtuous cycle—“enterprise development–employee benefits–further advancement of the enterprise”—which is the ultimate goal of the institute’s Party and administrative leadership in earnestly and wholeheartedly delivering tangible improvements to people’s livelihoods. Since the beginning of this year, we have adopted a problem‑oriented approach, implemented our list of livelihood projects, and put concrete measures to improve living standards into practice, steadily delivering a series of practical, beneficial initiatives that have been warmly received by our workforce.

1. Address the lunch needs of on-duty employees during workdays.

Led by the hospital’s trade union, and based on extensive, thorough research and multiple rounds of deliberation, a coordinated effort was undertaken to devise a weekday lunch solution for employees working across two campuses and three locations. This initiative successfully addressed a long‑standing public‑welfare concern, enabling staff to enjoy a uniformly provided, hot, nutritious lunch. It ensured food safety, significantly enhanced employees’ sense of fulfillment and well‑being, and earned widespread acclaim from the workforce.

2. Enrich the spiritual and cultural lives of retired senior comrades.

A cultural and recreational facility was renovated for retired employees in the Taian District, where many residents live, thereby meeting their needs for cultural and leisure activities. The organization also hosted a literary and artistic performance titled “Warmly Welcoming the 20th National Congress: Silver‑Age Hearts Follow the Party, Joyfully Celebrating the Double Ninth Festival, and Jointly Marking the 50th Anniversary of the Hospital’s Founding,” providing a platform for retirees to showcase the vibrant spirit of their golden years, enriching their cultural and spiritual lives. In addition, commemorative gifts for the Double Ninth Festival were distributed on-site to comrades aged 60 and above, earning unanimous praise from local community leaders and the retired staff.

3. Completed the heating and natural gas renovation of the Jinan residential area.

The residential area of the Jinan Base is an aging community with nearly fifty years of history, where public amenities are outdated and rudimentary. For a long time, residents have had to carry liquefied petroleum gas cylinders up the stairs for cooking and haul honeycomb coal indoors for heating during the winter—challenges that have been particularly burdensome for elderly residents who are frail or have health issues. Since the beginning of this year, under the leadership of the hospital’s Party Committee, Gao Dong, director of the Logistics Service Center, has led his team in tireless efforts, coordinating across departments and working tirelessly to overcome numerous obstacles. Their dedication has finally paid off: the “dual‑gas” system has been successfully installed in the Jinan Base’s residential area, effectively resolving a longstanding issue that had plagued base residents for many years. The hospital’s Party and administrative leadership, with their deep concern for the people’s well‑being, sense of responsibility, and unwavering diligence, has been praised in employees’ letters of gratitude as “leadership that inspires confidence and gives staff hope,” truly delivering a significant benefit to retired workers.

4 Sharing the Outcomes of High-Quality Enterprise Development

The Group’s (Bureau’s) 2021 High‑Quality Development Award, originally granted to the hospital’s leadership team, was extended to all on‑the‑job employees, ensuring that the workforce—whose collective efforts generate economic value—shares in the fruits of the enterprise’s high‑quality development. This two‑year‑long “benefit‑for‑all” initiative has earned unanimous praise from staff and strengthened employee morale. In addition, annual housing subsidies were promptly disbursed to retired employees, gradually addressing longstanding issues and earning widespread acclaim from the retiree community.

5 Actively join forces to fight the epidemic and safeguard our home.

Since the beginning of this year, outbreaks have repeatedly resurged across Shandong Province, severely disrupting the normal work and daily lives of employees in Jinan and Tai’an. The hospital’s Party and administrative leadership has consistently placed the safety and well-being of all staff and the public first, actively cooperating with local epidemic prevention and control efforts. During periods of resurgence, the hospital implemented flexible working arrangements, and the trade union delivered anti‑epidemic supplies to employees under lockdown. During the centralized lockdown at the Tai’an base, Party members of the Fourth Party Branch—Deputy Director of the Logistics Service Center Li Gang, along with employees Pan Qingrong, Yu Songbo, Chen Ran, and others—formed an epidemic‑response team under the guidance of the hospital’s Party Committee. They persevered through severe challenges—including staffing shortages, heavy workloads, and high risks—working around the clock for more than ten days at full intensity, thereby ensuring the smooth continuation of daily life and the safety of epidemic prevention measures for the base’s over 300 households. The hospital’s Party Committee attached great importance to meeting the basic needs of employees under lockdown. It mobilized logistics service center staff to overcome difficulties, coordinate supply chains from multiple sources, and distribute meat, eggs, and other essential anti‑epidemic supplies in an orderly and timely manner. This heartfelt care and warmth were delivered directly to each household, earning widespread praise from the base’s employees.

6. Continuously carry out the “Winter Warmth, Summer Coolness, Safety and Discipline to Boost Production” grassroots outreach and慰问 activities.

Leaders of the institute, accompanied by staff from the Trade Union, the Department of Geological Science and Technology (also responsible for Safety and Environmental Protection), and the Discipline Inspection Department, visited numerous project sites in Zibo, Jinan, Jining, Liaocheng, Xiaogan in Hubei, Inner Mongolia, and other locations. They extended heartfelt care and condolences to employees working on the front lines, and via video link paid tribute to those who have been steadfastly stationed at the Lao PDR project site, encouraging them to remain resolute, overcome challenges, and effectively rally grassroots enthusiasm for innovation and entrepreneurship.

7. Effectively strengthen assistance for workers in difficulty and poverty alleviation efforts directed toward other regions.

We consistently carry out assistance programs for employees in need and pay visits to and extend condolences to veteran colleagues on the eve of major holidays such as the Spring Festival and the Mid-Autumn Festival, helping vulnerable groups address practical challenges and promptly conveying the organization’s care and warmth. Demonstrating the responsibility of a central state-owned enterprise, we have actively procured poverty‑alleviation products from Zhangjiachuan County, thereby supporting efforts to consolidate the achievements of the battle against poverty. Building on the institution’s high‑quality development in recent years, our hospital has, for two consecutive years, used its own funds to reimburse kindergarten tuition and childcare fees for the children of serving employees, effectively easing the financial burden of education expenses for young staff who are also servicing mortgages and auto loans.

8. Organize a wide range of mass-based thematic educational activities.

In an integrated effort that brought together the celebration of the 20th National Congress of the Communist Party of China, ongoing Party history study and education, spiritual‑civilization development, and the commemoration of the institute’s 50th anniversary, proactive innovation was pursued. The Party and Mass Work Department, in collaboration with the trade union, the Communist Youth League, and other organizations, organized a wide array of mass‑based thematic publicity and educational activities. A Shandong Institute volunteer service team was established, launching initiatives such as “Learning from Lei Feng”–style charitable blood drives, free eyeglass cleaning, support for community anti‑epidemic efforts, and assistance in Jinan’s drive to become a national model city of civility. In preparation for the 20th National Congress, events were held, including the “Books Nourish Our Original Aspirations—Welcoming the 20th Congress” reading‑sharing forum; the “Welcoming the 20th Congress—Forever Marching with the Party” themed education campaign to enhance employees’ ideological and moral cultivation; the “Welcoming the 20th Congress—Moving Toward the Future Together” employee fitness‑and‑learning program; the “Welcoming the 20th Congress—Senior Citizens with Devoted Hearts Follow the Party, Celebrating Double Ninth Festival and the Institute’s 50th Anniversary” cultural performance; and the online arts show “Celebrating the 20th Congress—Building Dreams for the Future,” marking the institute’s 50th anniversary. Additionally, the institute actively hosted “Integrity‑Driven” ethics lectures and “Promoting Family Rules and Traditions—Building a Civilized Family Atmosphere” ethical forums. In line with the theme of “Our Festivals,” diverse celebratory activities were organized on the eve of International Women’s Day, Children’s Day, the Dragon Boat Festival, and other occasions, further enriching the spiritual and cultural lives of staff members.

9. Enterprises have taken new steps in transformation and high-quality development.

By revising and refining the 14th Five-Year Plan, the company has restructured its three core business segments—geological exploration and mineral development, geological environment and ecological conservation, and geological engineering and technical services—focusing on its core responsibilities and driving comprehensive transformation and upgrading. Actively implementing General Secretary Xi Jinping’s vision of ecological civilization, the company has advanced related geological work, contributing to environmental protection and high-quality development while vigorously supporting rural revitalization, thereby delivering significant economic and social benefits. Adhering to a regional development strategy of “rooted in Shandong, serving the nation, and expanding globally,” the company has proactively mitigated the adverse impacts of severe domestic and international pandemics, pursued excellence through concrete action, and secured two new overseas projects in Sudan and Mozambique, with a combined contract value approaching RMB 100 million, thus forging a new chapter in its international expansion.

Dedication, heartfelt commitment, and vigorous effort to consistently deliver tangible benefits to the people have long been a cherished tradition of our hospital, and they remain our steadfast choice as we deepen our implementation of the spirit of the 20th National Congress of the Communist Party of China and actively uphold the Party’s mass line.
