Leaders of the Group (Bureau) visited our institute to conduct research and provide guidance, and also went directly to the front lines to extend holiday greetings.

Recently, Diao Haizhong, a member of the Group (Bureau) Party Committee, Wang Yongming, Director of the Market Development Division (Rural Revitalization Department), and Zhang Yu, Director of the Strategic Investment Department, paid a visit to our institute to conduct a work inspection and provide guidance, while also extending festive greetings to frontline production staff.

On September 30, the Group’s (Bureau’s) leadership convened a research symposium, during which they heard a briefing from Wang Qingfeng, Party Secretary and President of our institute, on recent work progress. They expressed full recognition of the institute’s ongoing efforts, noting that, in implementing the three-year reform initiative, enhancing quality and efficiency, reducing “two funds,” and cutting costs, the institute has advanced in an orderly manner, with well‑designed measures yielding significant results. These achievements have effectively strengthened the enterprise’s competitiveness, innovation capacity, and risk resilience, laying a solid foundation for promoting high‑quality development.

Regarding the Shandong Institute’s next steps, Diao Haizhong emphasized the following: First, elevate political awareness and resolutely implement the CPC Central Committee’s directives to “contain the epidemic, stabilize the economy, and ensure secure development,” adopting a highly responsible attitude and pragmatic, robust measures to ensure that all tasks—such as workplace safety, handling public complaints and maintaining social stability, and epidemic prevention and control—are thoroughly carried out, meticulously executed, and effectively put into practice, thereby fostering a safe and stable environment. Second, align with set benchmarks and rigorously enforce implementation, going all out to achieve breakthroughs in key areas. Refocus, redeploy, and reinforce efforts to meet the year’s goals and tasks; broaden sources of revenue through market expansion; tighten cost controls and reduce expenditures; and adopt stringent measures to cut accounts receivable and inventory, ensuring the successful completion of all annual objectives. Third, strengthen accountability and commitment, continuing to advance the three-year state‑owned enterprise reform initiative, further enhancing a sense of responsibility, mission, and urgency, and seeing each task through to the end with unwavering diligence. By upholding higher standards and a more pragmatic work style, we will comprehensively, on schedule, and to high quality complete all targets and tasks of the reform program. Fourth, grounded in our own realities, take benchmarking against world‑class enterprises as our entry point, prioritize strengthening the governance system and governance capacity, and center our efforts on improving the quality, efficiency, and effectiveness of development. By comparing ourselves with leading peers to identify gaps and shortcomings, and by addressing identified issues to drive continuous improvement, we will provide solid support for the enterprise’s sustained, healthy, and stable growth.

Wang Yongming, Director of the Market Development Division (Rural Revitalization Department), and Zhang Yu, Director of the Strategic Investment Department, respectively offered valuable insights and recommendations on matters such as enterprise reform, market expansion, business segment structuring, investment security, compliance management, and efforts to enhance quality and efficiency.

On October 2, a delegation of leaders from the Group (Bureau) visited the construction site of the “Jinan Yellow River Floodplain (Zhangqiu District) Poverty-Alleviation Relocation Project: Shallow Geothermal Energy Survey and Heating Pilot” to conduct an inspection and provide guidance. After hearing briefings from the project team on the project’s origins, objectives, construction progress, safety measures, and epidemic prevention efforts, Diao Haizhong emphasized that, leveraging geothermal resource development and clean‑energy heating technologies for rural areas, the project serves as a model for advancing the modernization of rural energy systems. He noted that it fully demonstrates Shandong Institute’s commitment—as a central state‑owned enterprise—to fulfilling its political and social responsibilities under the national strategy of targeted poverty alleviation. Diao urged the project team to attach great importance to safety management throughout implementation, adhering to the principle that safety is paramount, strengthening both accountability and risk awareness, and closely monitoring key issues and vulnerabilities in production safety. He also called for thorough identification of potential hazards at the construction site, prompt elimination of safety risks, and the adoption of civilized and environmentally friendly construction practices, resolutely preventing and eliminating all types of production accidents to ensure the project achieves its intended outcomes on schedule. Finally, Diao Haizhong expressed his heartfelt gratitude to the project team for their dedicated efforts and selfless dedication during the National Day holiday, extending his sincere holiday greetings.

Our institute will take this inspection and guidance as an opportunity to resolutely implement the Group’s (Bureau’s) decisions and arrangements, strengthen organizational leadership, adhere to a problem‑oriented approach, and ensure the effective execution of all measures. We will refine and solidify our efforts in production and operations, enhance quality and efficiency, and strike a balance between development and safety, striving to deliver concrete results and make tangible contributions in preparation for the successful convening of the 20th National Congress of the Communist Party of China.
