Each Party branch convened its third-quarter members’ meeting.


Recently, the Party branches of our institute have successively convened their third-quarter general meetings, conveying and studying the spirit of the notice issued by the Group (Bureau) Party Committee and the Institute Party Committee on further standardizing the “First Agenda” system. In earnest implementation of this system, they organized专题 studies on state‑owned enterprise reform, revisiting General Secretary Xi Jinping’s important expositions on the reform and development of state‑owned enterprises and Party building, as well as his significant address delivered at the special seminar for principal leading cadres at the provincial and ministerial levels on “Studying the Spirit of General Secretary Xi Jinping’s Important Speeches and Welcoming the 20th National Congress of the Communist Party of China.” Additionally, branch members collectively watched a short video lecture on the fourth volume of “Xi Jinping: The Governance of China,” thereby gaining a deeper understanding of the profound significance of its publication and distribution, and thoroughly grasping the major implications and practical requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

In addition, the First Party Branch organized an in-depth study of the Regulations on Letters and Visits, and Wang Jiguo, a member of the branch, assistant to the president, and director of the General Office, led the study of General Secretary Xi Jinping’s important instructions on continuing to implement the Three-Year Action Plan for State-Owned Enterprise Reform. Through a focused explanation of reforms related to the three systems, the session deepened everyone’s understanding of the importance of continuously advancing state-owned enterprise reform. The Second Party Branch organized an educational session on “Firmly Grasping Leadership over Ideological Work.” Sun Xinyong, a member of the Third Party Branch, a member of the Institute’s Party Committee, and vice president, delivered a special Party lecture titled “Promoting the Strengthening, Optimization, and Expansion of State-Owned Enterprises through Reform,” drawing on the specific circumstances of our institute. Yang Cheng, a member of the Rock and Soil Company Party Branch, deputy secretary of the Institute’s Party Committee, and secretary of the Commission for Discipline Inspection, gave a thematic Party lecture entitled “Deeply Implementing the Three-Year Action Plan for State-Owned Enterprise Reform to Drive High-Quality Development of State Assets and State-Owned Enterprises,” urging all members to fully appreciate the profound significance of the Three-Year Action Plan, to persistently and thoroughly advance comprehensive and strict Party governance, to intensify anti-corruption efforts, and to accelerate the establishment of a coordinated system and mechanism that ensures officials dare not be corrupt, cannot be corrupt, and do not want to be corrupt. The Hongfa Company Party Branch discussed matters concerning Comrade Song Huijun, a candidate for Party membership, made arrangements for the branch’s next steps, and called on the Hongfa Company Party Branch— as a newly established primary-level Party organization—to proactively benchmark against leading Party branches, promote the deep integration of Party building with business operations, ensure that all tasks are effectively implemented, take the lead, and deliver notable results.

All Party branches organized discussions and exchanges among participants through various formats, including in-person meetings and written submissions, calling on everyone to align their thinking and actions with the spirit of General Secretary Xi Jinping’s important speeches. They urged a focused effort on core responsibilities and primary tasks, benchmarking each item against established standards, addressing weaknesses, and strengthening areas of weakness, so as to ensure that higher-level decisions and the institute’s work plans are effectively implemented. The outcomes of this study should be translated into concrete measures for advancing on the new journey and making contributions in the new era, with vigorous efforts during the final quarter—working hard for 90 days—to secure the successful completion of all annual goals and tasks. Furthermore, it is essential to elevate political awareness, consciously safeguard a harmonious and stable development environment, and proactively plan and carry out all preparatory work for welcoming, studying, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China. The results of this learning must be turned into tangible achievements that drive high-quality development, thereby welcoming the triumphant convening of the 20th National Congress with concrete actions.
