The Party Committee of the Institute convened its eighth study session of the Theoretical Study Center Group.


To thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, further enforce the accountability system for ideological work, and strengthen leadership over publicity, ideological, and cultural endeavors, the Party Committee of the institute convened its eighth theoretical study session of the central group on September 26. The session focused on studying General Secretary Xi Jinping’s important articles “Upholding and Developing Socialism with Chinese Characteristics Requires Consistent Effort” and “Xi Jinping: The Governance of China (Volume IV),” and included a screening of the ideological‑education warning film “The Master Switch.” In addition, in accordance with the requirements of the Group (Bureau) Party Committee, building on the sixth central‑group study session dedicated to state‑owned enterprise reform, this meeting also revisited and re‑examined General Secretary Xi Jinping’s key expositions on SOE reform. The session was led by Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, with participation and discussions among members of the Party Committee and relevant institute leaders.

The meeting began by studying selected excerpts from General Secretary Xi Jinping’s address at the seminar on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China. With a broad historical perspective and a strong sense of political responsibility, General Secretary Xi Jinping profoundly expounded on a series of major theoretical and practical issues concerning upholding and developing socialism with Chinese characteristics. These remarks hold extremely significant guiding importance for deepening our understanding and implementation of the spirit of the 19th National Congress, for gaining a thorough grasp of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and for fully carrying out the CPC Central Committee’s decisions and arrangements to advance comprehensive and rigorous Party self‑governance—thereby further strengthening our confidence and resolve in upholding and developing socialism with Chinese characteristics in the new era and in realizing the Chinese Dream of national rejuvenation.

The meeting focused on studying the section titled “Promoting the Building of a Socialist Country Strong in Culture” from Volume IV of “Xi Jinping: The Governance of China.” General Secretary Xi Jinping’s latest and important expositions on advancing the building of a socialist country strong in culture provide profound answers to major questions—why we should build such a country and how we should do so—reflecting the Party’s deepened understanding of the pivotal role and underlying principles of this endeavor. These remarks serve as the fundamental guiding principle for promoting the construction of a socialist country strong in culture in the new era.

At the meeting, participants watched the ideological‑education documentary “The Master Switch,” which uses animation to recount seven typical cases of violations of the responsibility system for ideological work. The film offers significant practical guidance on how Party members and cadres can accurately grasp the grave and complex situation in the ideological sphere and firmly safeguard leadership, management, and discourse authority over ideological work.

The meeting emphasized that the Shandong Institute should, in line with the spirit of important speeches—such as “focusing on major national regional development strategies, grasping the characteristics and underlying principles of cultural industry development, and leveraging available resources and conditions to foster a new landscape for the sector”—seize the opportunity presented by its successful designation as a provincial-level model unit for spiritual civilization. It should proactively advance corporate culture building, vigorously promote the “Three Glories” and “Four Special Qualities” ethos of geological professionals, and continuously strengthen and enhance the sense of gain, happiness, and security among all cadres and employees, thereby further elevating spiritual civilization efforts to a new level.

The meeting called for the full implementation of the “two consistent principles,” and, in light of our institute’s specific circumstances, for the continued, in-depth advancement of all aspects of state‑owned enterprise reform. Under the leadership of the Party, we must steadily strengthen talent development, improve corporate governance, and continuously enhance the effectiveness of corporate governance through institutional reforms. We should motivate cadres to take responsibility and act decisively, foster a sound and upright political environment within the institute, and unite and rally positive energy to drive the enterprise’s reform and development. All cadres and employees across the institute are urged to further elevate their political awareness, translate the Party’s requirements for managing publicity and ideological work into concrete actions with a strong sense of responsibility and commitment, refine mechanisms for preventing and controlling ideological risks, identify and address potential hazards, and contribute to creating a safe and stable social environment conducive to the successful convening of the 20th National Congress of the Communist Party of China.
