To thoroughly study and implement the spirit of General Secretary Xi Jinping’s important expositions on the reform and development of state-owned enterprises, on September 16, the Party Committee of the Group (Bureau) convened a joint theoretical study session of its central group and a special seminar on deepening reform via video conference. Focusing on securing a decisive victory in the three-year action plan for SOE reform, ensuring a high‑quality conclusion to the initiative, and achieving high‑quality enterprise development, the meeting identified existing problems and laid out specific tasks. The session reviewed and conveyed key documents, including “General Secretary Xi Jinping’s Important Speech at the Special Seminar for Provincial‑ and Ministerial‑Level Leading Cadres on Studying the Spirit of General Secretary Xi Jinping’s Important Speeches and Welcoming the 20th National Congress of the Communist Party of China,” “The Meeting of the Political Bureau of the CPC Central Committee: Analyzing and Assessing the Current Economic Situation and Economic Work, and Deliberating the Comprehensive Report on the Ninth Round of Inspection by the 19th CPC Central Committee,” “Speech by Ong Jieming, Member of the Party Committee and Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, at the Special Promotion Meeting on Consolidating and Deepening the Three-Year Action Plan for SOE Reform—Addressing Weaknesses and Strengthening Weak Areas,” and “Using Reform to Make SOEs Stronger, Better, and Larger.”

Liu Xingwang, General Manager of the Group (Bureau), Deputy Secretary of the Party Committee, and Deputy Director, delivered a Party lecture titled “Continuously Deepening Reform and Promoting High-Quality Development through High-Quality Reform.” He pointed out that this year marks the concluding year of the three-year action plan for state-owned enterprise reform. Under the leadership and guidance of the State-owned Assets Supervision and Administration Commission of the State Council and the China National Coal Administration, the Group (Bureau) has, in accordance with the principles of “measurable, assessable, verifiable, and results-oriented,” steadily advanced reform efforts across all fronts and achieved breakthroughs at multiple points. Progress on key tasks has exceeded expectations, yielding decisive advances—achievements hard-won. However, when compared with the central government’s blueprint and the SASAC’s standards of “sound systems, effective implementation, and tangible results,” there remains a gap in the quality of reform, and the tasks ahead remain substantial. It is imperative to earnestly implement the decisions and arrangements of the CPC Central Committee, the State Council, and the Party Committee of the SASAC, and to devote significant effort to leveraging our core business strengths, technological capabilities, and human resource advantages, concentrating on advancing reform, development, stability, and Party building. With an even stronger sense of responsibility and urgency, we must further deepen reform to unleash vitality, resolutely secure victory in the final stage of the three-year reform campaign, and greet the successful convening of the 20th National Congress of the Communist Party of China with full political enthusiasm, a firm mental outlook, and solid work achievements.

Liu Xingwang emphasized that all responsible entities must earnestly elevate their political awareness, deeply grasp the profound significance of General Secretary Xi Jinping’s important instructions on continuing to implement the Three-Year Action Plan for State-Owned Enterprise Reform, and focus their efforts on achieving high-quality development, addressing weaknesses and strengthening weak areas, ensuring tangible results from reform, and fully consolidating and institutionalizing the outcomes of reform. They should comprehensively identify and remedy shortcomings, prioritize practical effectiveness, and further refine, consolidate, deepen, and enhance the reform process. Furthermore, he called on all relevant departments and units to conduct in-depth analyses of the root causes of existing problems, formulate targeted corrective measures, ensure timely completion of rectification within the prescribed deadlines, and secure a high‑quality conclusion to the Three-Year Action Plan for State-Owned Enterprise Reform.

Liu Xingwang called for further elevating political awareness, firmly anchoring the reform agenda, bolstering reform momentum, and refining reform approaches, so as to resolutely deliver on the commitments made. The progress in implementing the three-year reform action plan must be treated as a key component of ongoing monitoring and oversight of the spirit of General Secretary Xi Jinping’s important instructions and directives, ensuring their thorough and faithful execution. In line with the requirements of sound institutional frameworks, well‑coordinated implementation, and tangible results, all tasks should be systematically benchmarked and comprehensively reviewed through self‑assessment. Particular attention should be paid to the quality of key reform tasks, the effectiveness of institutional reforms, significant advances in exploratory initiatives, the intensity of efforts to ensure a high‑quality conclusion, as well as noteworthy exemplary practices and landmark achievements, so as to further refine and improve the reform assessment and evaluation system and enhance the overall quality of such work. He also urged coordinated multi‑stakeholder oversight to strengthen supervision and inspection; focused summarization and publicity centered on delivering distinctive outcomes; effective coordination among reform, development, and stability; and pragmatic implementation tailored to local conditions, while encouraging innovative approaches to advance a high‑quality final phase.

The meeting convened a focused discussion on “how to accelerate efforts to address weaknesses and strengthen areas of weakness, apply targeted measures, and tackle key challenges head‑on, thereby ensuring a high‑quality conclusion to the three‑year reform initiative and achieving high‑quality enterprise development.” Through this deliberation, members of the Party Committee concluded that the Group (Bureau) has taken proactive steps, implemented multiple measures, pursued meticulous execution, and overcome significant obstacles, essentially completing the core tasks of the three‑year action plan—yet certain shortcomings remain. Moving forward, the Group (Bureau) must build on its strengths, stay focused on its primary responsibilities and core business, leverage its distinctive advantages and core competencies to expand its market influence, and deliver on its commitments with high quality and on schedule. First, it is essential to emancipate the mind, adopt sound principles of scientific and technological innovation, establish a comprehensive innovation system, increase investment in research, and make full use of existing technological platforms. By intensifying science‑and‑technology training, strengthening talent development, and enhancing incentives for technology transfer, we can stimulate the enthusiasm and creativity of scientific and technical personnel, maximize the conversion of research outcomes into economic value, and foster a virtuous cycle between R&D investment and returns. Second, we must concentrate on our core business, benchmark against best practices, learn from exemplary reform experiences, address weaknesses, and reinforce our strengths. Third, we should prioritize the special projects of state‑owned enterprise reform and the improvement of market‑oriented operating mechanisms, closely monitor key reform priorities, apply professional expertise and analytical thinking to conduct in‑depth studies, devote greater time and effort to resolving outstanding issues, and ensure that the Bureau’s reform agenda progresses in a substantive and effective manner.

A total of 116 individuals attended the meeting, including members of the Party Committee leadership team of the Group (Bureau), senior executives, Beijing-based regional directors, heads of all departments and offices, members of the leadership teams of directly affiliated units housed in the headquarters building, as well as members of the leadership teams of each directly affiliated unit and relevant officials responsible for reform efforts.
