On September 14, our institute convened a collective integrity briefing for newly appointed mid-level cadres via DingTalk video conference. Yang Cheng, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, delivered a collective integrity talk to the 46 mid-level cadres who had been selected through competitive recruitment and outlined the corresponding requirements.
At the meeting, Yang Cheng led participants in a focused study of the “Code of Conduct for Clean Governance of the Communist Party of China,” emphasizing that the purpose of this integrity‑related talk upon assuming office is to help newly appointed officials further deepen their understanding of the importance of building a sound Party conduct and clean governance. He urged them to remain vigilant about maintaining integrity and self-discipline at this new stage, fortify their ideological defenses against corruption, keep a clear head, hold themselves to the highest standards, ensure they perform their duties with integrity and avoid any misconduct, grow in a healthy manner without falling behind, and live up to the care of their leaders, the trust of the organization, and the expectations of the people.
The mid-level cadre representatives attending the meeting each delivered statements, pledging to continuously strengthen their study of political theory, maintain a clear and sober political mindset, firmly bear in mind and strictly abide by Party discipline and state laws, and conduct themselves with integrity. They committed to taking the lead in implementing the responsibility system for building sound Party conduct and clean governance, conscientiously fulfilling their dual responsibilities, and consciously safeguarding a positive atmosphere of hard work and upright conduct. They also pledged to perform their duties diligently, demonstrate dedication to their posts, and, through down-to-earth actions, drive all aspects of their work to achieve new progress.
Yang Cheng articulated four expectations and requirements for the newly appointed mid-level cadres. First, We must fulfill our duties and responsibilities, earnestly implement the “dual responsibility” system for each post, and, while ensuring the effective execution of our professional tasks, firmly assume accountability for strengthening Party conduct and clean governance. Second, We must abide by rules and discipline, always putting discipline and regulations first. Third is We must strive to improve ourselves, strengthen our learning, and immerse ourselves in practical work, ensuring that we exercise power in accordance with the law, with prudence, and in a transparent manner. Fourth is One must maintain integrity and self-discipline, keep desires in check, attend to even the smallest details, and exercise strict control over one’s personal and social circles. Cultivate vigilance in solitude and in minor matters, and nip problems in the bud.
On behalf of the Party Committee and the Commission for Discipline Inspection of the institute, Yang Cheng encouraged the newly appointed mid-level cadres to uphold high moral standards, observe public ethics, and maintain strict personal integrity in their future work and daily lives. He urged them to conscientiously fasten the “first button” correctly, lay a solid and firm foundation, keep rules and regulations firmly in mind, and strive to perform their duties with excellence. “Three Exemplars” ： First, Set an exemplary standard of dedication and professionalism, approaching your duties with an even more diligent work ethic and a more committed attitude; face challenges without fear, dare to innovate, and excel at breaking new ground. Second, Set an example of pioneering and innovation; fear no hardship, pursue innovation with determination, and overcome the mindset of complacency and stagnation. With an open mind and a spirit of innovation, focus on implementation and strive for breakthroughs. Third is Set an example by striving to be first-class; in your work attitude, compete to take the lead, and in your mental state, maintain a spirit of vigorous progress, ensuring that you “deliver tangible results and stay at the forefront.”
