China National Chemical Corporation Mingda Holding Group Co., Ltd. held a video conference in Beijing to advance its special initiative for the “Year of Strengthening Compliance Management” and to conduct the signing ceremony for employees’ compliance commitment letters.

On July 6, to strengthen corporate compliance management and meet the demands of market‑oriented, law‑based, and internationally aligned development, and to deepen the study and implementation of Xi Jinping’s Thought on the Rule of Law, the Group convened a video conference to advance its “Year of Strengthening Compliance Management” initiative and to hold a signing ceremony for the Employee Compliance Pledge. Shang Honglin, Secretary of the Party Committee and Chairman of the Group, attended and addressed the meeting; Liu Xingwang, Deputy Secretary of the Party Committee and General Manager, read out the Employee Compliance Pledge on behalf of all employees; and Li Kai, Chief Legal Counsel, conveyed the spirit of the relevant meetings of the State-owned Assets Supervision and Administration Commission of the State Council and chaired the session.

Li Kai pointed out that, since the State-owned Assets Supervision and Administration Commission’s meeting on deploying the “Year of Strengthening Compliance Management” and the Party Committee’s expanded meeting, the Group has closely aligned itself with the China National Coal Administration’s initiatives for this year. It has integrated the “Year of Strengthening Compliance Management” with a special campaign to address compliance issues in its business operations, rigorously implementing the “Five Ones” requirements. As a result, the Group has made significant progress in areas such as identifying compliance risks, developing risk‑based process checklists for key positions, improving its compliance management system and legal‑compliance review mechanisms, and building an online compliance management platform—laying a solid foundation for advancing the initiative in the second half of the year. The meeting called on all levels of the Group to deepen their understanding of the critical importance of strengthening compliance management in the current environment, reinforce organizational leadership, and, based on optimizing mechanisms and refining systems, leverage comprehensive and in-depth risk assessments as a key driver. By focusing on priority areas, addressing weaknesses, and bolstering weak links, the Group must cultivate a robust culture of intrinsic compliance, strengthen the principal responsibility of the three lines of defense in compliance management, foster a compliance‑oriented corporate culture, and continuously fortify the organizational underpinnings of compliance governance, thereby ensuring tangible results from the “Year of Strengthening Compliance Management.”

In his address, Shang Honglin emphasized that compliance and legal adherence in state-owned enterprises are vital to upholding the rule of law and socio‑economic order, making them of paramount importance to both enterprises and the nation. He urged that, in our work, we must always keep compliance top of mind, consistently put it into practice, lead by example, and translate its essence into concrete actions. He noted that compliance is both a responsibility and an obligation for enterprises and their employees, serving as their armor and shield. He outlined three key requirements for the Group’s compliance efforts: first, the culture of compliance depends on the active commitment of every employee, who must be thoroughly familiar with and strictly adhere to applicable laws and regulations; second, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must continuously refine the compliance management system and fortify the Group’s foundation of lawfulness and regulatory compliance; and third, we must continually enhance our capacity to identify and mitigate the various risks the Group faces in this era of profound change, thereby supporting the overarching goals of state‑owned asset and SOE reform.

Liu Xingwang, on behalf of all employees, read aloud the “Employee Compliance Pledge.” All attendees completed the signing ceremony on the spot during a countdown, and participants in the sub-venues likewise signed simultaneously.

The Group’s leadership team, regional directors, senior executives, and heads of all departments, along with all members of the risk management, audit, and legal compliance departments, as well as relevant personnel from Beijing-based units, attended the meeting at the main venue in Conference Room 619 at the Group headquarters. Meanwhile, the leadership teams of all directly affiliated units, together with the leadership members of their subordinate units (including regional directors), senior executives, and department heads, along with all staff from the risk management, audit, and legal compliance departments, participated via video link at the sub-venues, for a total of 273 attendees.
