To deepen understanding of the policies and reform principles governing mineral resource management, implement the Group (Bureau)’s directives on accelerating the development of the mining industry, and advance the Group’s (Bureau’s) efforts in mineral resource development, the Group (Bureau) recently organized a specialized training session on the operation and management of mining rights. Jiao Sen, a member of the Group (Bureau) Party Committee and Chief Engineer, attended the session and delivered a speech.
The training featured lectures by Wang Lianjun, Director of the Mining Rights Management Research Institute at the China Institute of Natural Resources Economics, and the legal team led by Attorney Li Xiaofeng of Dacheng Law Offices in Beijing. The instructors systematically presented to participants a comprehensive overview of mining rights management—covering its fundamentals, the establishment, transfer, maintenance, and withdrawal of mining rights—as well as domestic and international case studies. They also shared insights into the progress of mining rights management reforms, relevant policies, and practical experiences, lessons learned, and key takeaways from mining operations. This enhanced the participating group’s (bureau’s) understanding of mining rights management and provided robust theoretical guidance for their future operations.
In his closing remarks at the training, Jiao Sen emphasized that all units must recognize the vital practical significance of mineral development as a pillar industry for the Group (Bureau), intensify their efforts, extend the industrial chain, leverage their technological strengths, unlock the value of existing mining rights, and expand new opportunities, thereby transforming geological‑technical advantages into product‑ and performance‑driven benefits. He also urged close attention to the launch of the professional qualification for mining‑rights appraisers, timely procurement of relevant textbooks, and proactive organization of application procedures. Furthermore, he called for the seamless integration of geological exploration, mining‑rights management, and mineral‑development activities, with a strong commitment to fulfilling the responsibilities of a central state‑owned enterprise, safeguarding national energy and resource security, and contributing to the Group’s (Bureau’s) high‑quality development.
More than 100 participants, including senior leaders from the Group’s (Bureau’s) relevant business departments and all directly affiliated units, as well as personnel involved in mineral rights management, attended this training session.
