Deepening Targeted Rectification and Vigorously Ensuring Implementation to Underpin the Group’s (Bureau’s) High-Quality Development with Solid Safety Performance — The Group’s (Bureau’s) Safety and Environmental Protection Work Conference Held in Beijing


  On February 28, the Group (Bureau) convened a meeting on safety and environmental protection. Shang Honglin, Party Secretary, Chairman of the Board, and Director of the Bureau, attended and addressed the meeting. Liu Xingwang, Deputy Party Secretary, General Manager, and Deputy Director, presented the annual report on safety and environmental protection. The meeting was chaired by Diao Haizhong, a member of the Party Committee. During the session, the spirit of the China National Coal Administration’s conference on safety and environmental protection was conveyed, and it was announced that 27 project sites across 13 entities—including the bored pile project for Building No. 5 at the Ring-Capital–Taihang Mountain Energy Information Technology Industrial Base (Phase V) of Mingda Marine Engineering Co., Ltd.—were designated as “Standardized Construction Sites” for 2021. Additionally, 10 work teams, such as the excavation support and pile foundation team for Section I of the Guiyu Tinglan Project in Shijiazhuang undertaken by the Hebei Geological Exploration Institute, were recognized as “Red Flag Teams for Safe Production” for 2021.

  The meeting noted that, in the face of a severe and complex safety‑production landscape and daunting, multifaceted tasks related to reform, development, and stability, the Group (Bureau) has resolutely implemented the important instructions and directives of General Secretary Xi Jinping, as well as the decisions and arrangements of the CPC Central Committee and the State Council. Under the sound leadership of the Party Committee of the China National Coal Administration, it has made solid progress in all aspects of safety and environmental protection, effectively prevented and defused major safety and environmental risks, and comprehensively achieved the safety‑production and ecological‑environmental‑protection management targets set by the China National Coal Administration.

  The meeting called for all levels within the Group (Bureau) to thoroughly study and implement General Secretary Xi Jinping’s important instructions and directives on work safety, firmly uphold the principle of “putting the people first and life above all else,” and coordinate development with safety. With a high degree of political awareness and a sense of responsibility befitting a central state-owned enterprise, they are to earnestly carry out the Work Safety Enhancement Year campaign, effectively safeguard the bottom line of workplace safety, and strive to foster a positive synergy between high-quality development and high-level safety across the Group (Bureau).

  The meeting emphasized that all levels of the Group (Bureau) must deeply appreciate the profound significance of Party leadership over workplace safety. Guided by the “Year of Enhancing Workplace Safety” initiative, we must continue to strengthen source‑level governance and address both symptoms and root causes, thereby safeguarding the lives and property of our employees and resolutely preventing all types of production‑related accidents. We must earnestly implement all work requirements, maintain firm confidence, stay focused, uphold red lines, and sustain the Group’s (Bureau’s) stable and positive record in workplace safety, creating a safe and stable environment for achieving the year’s objectives. By delivering strong safety results, we will underpin high‑quality development and greet the convening of the 20th National Congress of the Communist Party of China with outstanding achievements.

  Members of the Group (Bureau) Safety Committee, heads of all departments, and relevant responsible persons from headquarters‑directly affiliated units attended the meeting at the main venue, while a total of 352 members of the Safety Committees and related safety management personnel from other directly affiliated units participated in the meeting at the sub‑venues.
