On February 25, Xu Xiaolian, a member of the Party Committee and Deputy Director of the China National Bureau of Coal Geology, led a delegation to the Shaanxi Institute to conduct a work inspection and guidance visit, followed by a symposium.

At the symposium, Chang Wenlin, Party Secretary and President of Shaanxi Institute, delivered a detailed report on the institute’s historical development, Party building, business performance, organizational structure, and the three major reforms. In light of the institute’s actual production and operations and its personnel profile, Xu Xiaolian articulated four key expectations: First, fully leverage the institute’s industry strengths, break free from conventional thinking, expand into new market service areas, and collaborate closely with sister units to enhance brand visibility. Second, effectively integrate social security services, elevate service standards, and steadily advance the socialized management of retirees. Third, deepen the integration of Party building with production and operations, making the enhancement of corporate efficiency, the strengthening of competitive edge, and the improvement of employee well-being the guiding principles and ultimate goals of Party work. Fourth, continuously deepen the reform of the three systems, establish a robust evaluation, incentive, and accountability framework, and vigorously mobilize the enthusiasm and initiative of all cadres and employees to pursue innovation and entrepreneurship, thereby sustainably unleashing creative vitality.
Liu Jinkai from the Business Management Department (Rural Revitalization Department) of the China National Coal Geological Bureau accompanied the research visit.
