Unite as one, pool our strengths, overcome difficulties, and forge ahead with determination, striving to greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements—The Group (Bureau) Conference on Party Building, Integrity and Clean Governance, and Anti-Corruption Work was held in Beijing.

　　On February 22, the Party Committee of the Group (Bureau) convened the 2022 Work Conference on Party Building, Party Conduct and Integrity, and Anti-Corruption in a video‑conference format. The meeting reviewed and summarized the work of 2021 and outlined key tasks for 2022. Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director of the Bureau, delivered the work report, while Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, laid out the plans for disciplinary inspection work in 2022. The meeting was chaired by Liu Xingwang, Deputy Secretary of the Party Committee, General Manager, and Deputy Director of the Group (Bureau), and attended by members of the Party and administrative leadership team, including Chen Haiyong, Tian Li, Jiao Sen, and Diao Haizhong.

　　The meeting conveyed the spirit of the General Administration’s conference on Party building, clean governance, and anti-corruption efforts, and reported on the convening of the Group (Administration) Party Committee’s special democratic life meeting on Party history study and education. Meanwhile, selected Party organizations based in Beijing signed on the spot the “Party Building Work Target Responsibility Letter” and the “Clean Governance and Anti-Corruption Work Target Responsibility Letter.”

　　Summing up the Party‑building work of 2021, Shang Honglin pointed out that over the past year, the Group (Bureau) Party Committee has consistently taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, carried out in‑depth study and education on Party history, and focused on key tasks such as celebrating the 100th anniversary of the founding of the Communist Party of China and the fifth anniversary of the National Conference on Party Building in State‑Owned Enterprises. The Committee has earnestly implemented the “One Body, Two Wings, Three Transformations, Four Forces” development strategy and the “12234” approach to Party building, striving to establish a comprehensive “grand Party‑building” framework. It has remained committed to strengthening ideological guidance and leadership, steadily advancing priority tasks; reinforcing management and governance to ensure that Party building leads and accelerates integration; cultivating leading teams and fostering capable personnel, with particular emphasis on developing young talent; consolidating grassroots foundations and continuously improving the quality of basic-level work; promoting Party‑style and clean‑government efforts through vigorous publicity and cultural enrichment; and fulfilling responsibilities with rigorous implementation, thereby highlighting the importance of Party conduct and integrity. By building bridges and forging strong ties, the Committee has rallied concerted efforts for reform and development, securing a solid start to the 14th Five‑Year Plan.

　　Shang Honglin emphasized that the problems arising during reform can only be resolved through further deepening reform. As 2022 marks the year of the comprehensive conclusion of the three-year action plan for state-owned enterprise reform, Party organizations at all levels must focus on key reform priorities, conduct in-depth research with professional expertise and rigorous thinking, devote more time and effort, and advance reform with greater determination and courage. In the course of reform, political development must be given top priority; Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era must serve as the fundamental principle underpinning the Party’s identity and guiding its spirit; the Party’s organizational line for the new era must be thoroughly implemented; and the corporate governance structure must be continuously optimized and improved. All these efforts should be carried out to the highest standards and with a pragmatic, down-to-earth approach, ensuring that Party organizations effectively fulfill their leadership role in setting direction, overseeing the overall situation, and ensuring implementation.

　　Shang Honglin emphasized the need to continuously and thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply recognize the decisive significance of the “two establishments,” and closely align with the General Administration’s initiatives—designated as the “Year of Party Building Leading Performance Improvement” and the Group (Administration)’s “Year of Reform and Enhancement.” He called for benchmarking against the goals set at the Group (Administration) Party Congress, deepening the outcomes of Party history study and education and the implementation of the spirit of the State-owned Enterprises Party Building Conference, and, with a focus on “strengthening the grassroots and laying solid foundations, reinforcing fundamentals to promote standardization, and fortifying the base to ensure enduring strength,” continuously elevating the quality and level of Party building work.

　　Shang Honglin called on Party organizations at all levels, in the new year, to unswervingly advance the Party’s political development and strengthen its leadership; to steadfastly uphold the principle of Party management of cadres and enhance the momentum for talent cultivation; to resolutely promote the Party’s organizational development and bolster the vitality of grassroots organizations; to firmly push forward the building of a clean and honest Party and reinforce its immunity against corruption; and to unwaveringly forge the broadest possible consensus and unity, thereby strengthening the cohesion of development. He urged them to draw wisdom and strength from the Party’s century-long journey, to fortify their sense of responsibility and commitment through a deep understanding of the original aspiration and mission, to unite as one, overcome difficulties, and forge ahead with determination, striving to build a leading group in resource development and ecological conservation, and to greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements.

　　Summing up the discipline inspection work of 2021, Wang Yong pointed out that discipline inspection commissions at all levels and the vast majority of discipline inspection cadres have faithfully performed their duties and shouldered their responsibilities, steadfastly advancing the comprehensive and rigorous governance of the Party, the building of a clean and honest government, and anti-corruption efforts. They have fully leveraged their role in oversight, ensuring effective implementation and promoting institutional improvement and development, thereby using high‑quality intra‑party supervision to drive the reform, development, quality enhancement, and efficiency gains of enterprises, and providing strong disciplinary guarantees for transforming the Group (Bureau) into an industry‑leading enterprise in resource development and ecological conservation.

　　Wang Yong pointed out that over the past year, discipline inspection commissions at all levels have continuously strengthened their sense of mission and responsibility, actively innovated approaches to oversight, proactively engaged in preventing and defusing major risks, and fully leveraged their supervisory and safeguarding roles. They have also pioneered effective practices in implementing the requirement for coordinated linkages between inspection and巡察 efforts, and, while upholding fundamental principles and fostering innovation, have steadily refined the institutional framework, thereby effectively advancing the high-quality development of巡察 work.

　　Wang Yong emphasized that, while acknowledging the achievements, it is equally important to clearly recognize the existing problems and shortcomings in current disciplinary inspection work: first, oversight lacks sufficient depth, with weak links in the prevention and control of integrity risks in projects; second, disciplinary enforcement lacks adequate deterrent effect, and there remains a gap in addressing both the backlog of complaints and preventing new ones from arising; third, efforts to rectify issues identified in inspection and巡察 reports have been insufficient, with persistent problems of inadequate follow-up; fourth, the systematic development of disciplinary inspection talent is inadequate, and the sense of responsibility and professional competence of inspection personnel still require further enhancement.

　　Wang Yong emphasized that, in 2022, disciplinary inspection work will steadfastly uphold the overarching principle of “strictness,” with a focus on political oversight to further establish a comprehensive supervisory framework; on enhancing the effectiveness of disciplinary enforcement to intensify discipline and accountability; on addressing both symptoms and root causes to advance the institutional mechanisms for ensuring “no tolerance for corruption”; on key areas to strengthen the prevention and control of integrity risks; on coordinated efforts between higher and lower levels to deepen inspection work; and on capacity building to continuously improve the ability to perform duties and fulfill responsibilities.

　　The meeting also made arrangements for the system-wide key oversight tasks for 2022.

　　A total of 457 individuals attended the meeting, including senior executives of the Group (Bureau), regional operations directors, members of the Commission for Discipline Inspection, heads of various departments at headquarters, secretaries of Party branches, all personnel in the Party affairs department, as well as leadership teams, senior executives, members of the Commission for Discipline Inspection (disciplinary inspection committee members), secretaries of Party branches, and all staff of the Party affairs department from each directly affiliated unit.
