Recently, our institute successfully obtained the Class-A surveying and mapping qualification certificate following the re‑examination and renewal process from the Shandong Provincial Department of Natural Resources. The scope of expertise encompasses photogrammetry and remote sensing, engineering surveying, boundary and real estate surveying, and geographic information system engineering. In accordance with the requirements of the competent surveying and mapping authority, we have also had a new official seal for surveying and mapping qualifications engraved, marking the successful completion of this round of re‑examination and renewal.
In recent years, in order to implement the Party Central Committee and the State Council’s “delegation, regulation, and service” reform, the Ministry of Natural Resources has repeatedly revised and refined the Measures for the Administration of Surveying and Mapping Qualifications and the Standards for the Classification and Grading of Surveying and Mapping Qualifications, which came into effect on August 1, 2014. As a result, the surveying and mapping qualification re‑examination and license renewal process, originally scheduled to be completed by December 2019, has been postponed twice.
In July 2021, the newly revised Measures for the Administration of Surveying and Mapping Qualifications and the Standards for the Classification and Grading of Surveying and Mapping Qualifications were promulgated and put into effect, reducing the qualification levels from four tiers—Class A, Class B, Class C, and Class D—to two tiers—Class A and Class B. The number of qualification categories was cut by more than 85%, and most approval authorities for Class A qualifications were delegated to lower-level authorities.
In September 2021, the Shandong Provincial Department of Natural Resources launched a comprehensive review and renewal process for surveying and mapping qualifications. Compared with previous rounds, this round features a broader scope and more stringent approval requirements. For instance, the review process mandates rigorous scrutiny of social security contribution records for qualified technical personnel, ownership of relevant technical equipment, and the implementation of various systems and procedures related to surveying and mapping qualifications.
Since the launch of the surveying and mapping qualification re‑examination and license renewal process, our institute has attached great importance to this initiative. The Surveying and Mapping Information Branch assigned dedicated personnel to meticulously collect and organize all relevant qualification documents. Through more than two months of concerted efforts by multiple departments, including the Institute’s General Office, the Geological Science and Technology Department, and the Assets and Finance Department, we submitted the application materials for the re‑examination and license renewal in November 2021, which was subsequently approved by the Provincial Department of Natural Resources.
Following the completion of the surveying and mapping qualification re‑examination and license renewal, our institute will strictly comply with the new Measures for the Administration of Surveying and Mapping Qualifications and the Standards for the Classification and Grading of Surveying and Mapping Qualifications. We will continue to strengthen surveying and mapping production management, refine our quality assurance system, and enhance the confidentiality management of classified deliverables. Within the scope permitted by our qualification level, we will engage in the corresponding surveying and mapping activities, thereby steadily bolstering the capabilities of our institute’s surveying and mapping and geospatial information business segment.
