Our hospital convened the 2021 Democratic Evaluation Meeting for Mid-Level Managers.


To further strengthen the management of our institute’s mid-level cadre team, gain a comprehensive understanding of mid-level managers’ performance in fulfilling their duties, and leverage the annual assessment as a mechanism for motivation, accountability, and oversight, thereby continuously advancing the development of a high-caliber, professional cadre workforce, our institute convened the 2021 Annual Democratic Evaluation Meeting for Mid-Level Managers on January 18. The meeting was chaired by Chief Engineer Peng Mingzhang, with participation from institute leadership, heads of all departments, and employee representatives.

At the meeting, the heads of each department delivered annual performance and integrity reports on behalf of their respective units. Covering areas such as ideological study and ethical conduct, the achievement of annual targets and key tasks, and the work plan for 2022, they provided a comprehensive, objective, and fact‑based review of the year’s activities, identified shortcomings in the departments’ development, and outlined their strategic direction for the next phase as well as the 2022 work plan.

The hospital leadership provided individual feedback to each department, commending their strengths and distinctive features, identifying existing challenges, and outlining clear directions for improvement, thereby helping the departments further broaden their strategic thinking. In accordance with the evaluation criteria, attendees conducted on-site, anonymous democratic assessments and assigned scores to mid-level managers.

Wang Qingfeng, Party Secretary and Vice President (in charge of daily operations), delivered a concluding address, commending the dedication and achievements of all staff members over the past year and expressing his gratitude. He also outlined several key requirements: First, we must strengthen theoretical study to guide practical work. We should thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and earnestly put into practice Xi Jinping’s Thought on Ecological Civilization. In particular, Party-member leading cadres and heads of all departments should take the lead in learning, stay one step ahead, and deepen their understanding. Departments should organize personnel to further study, digest, and internalize these ideas, ensuring that the outcomes of theoretical study are effectively translated into a powerful driving force for our endeavors and concrete actions, thereby continuously enhancing our leadership capabilities and our ability to solve real‑world problems.

Second, we must deepen enterprise reform and focus on expanding market access. We will implement the Three-Year Action Plan for State-Owned Enterprise Reform, further advance the three‑system reforms, and make it standard practice that “cadres can be promoted or demoted, employees can be hired or laid off, and incomes can rise or fall.” We will strengthen incentive mechanisms, refine both quantitative and qualitative performance assessments for all departments, and establish a robust working framework in which each level takes responsibility and ensures effective implementation at every tier. Moreover, we will reinforce the principle of company‑wide marketing, enhance our capacity to secure major projects and research initiatives, and foster a positive culture in which everyone is accountable and actively engaged.

Third, we must prioritize team building and strengthen compliance management. All departments should emphasize unity, collaboration, and mutual support, with each level leading by example; while roles may be divided, responsibilities remain shared, and the enterprise thrives through collective effort, fostering a spirit of solidarity and proactive engagement in work and entrepreneurship. We need to bolster talent development pipelines, adopt a personnel‑selection approach that values accountability, practical results, and tangible performance, ensuring that those who endure hardship are rewarded, high‑performers are given priority, and capable individuals are entrusted with key positions. Furthermore, we must enhance communication and coordination across all levels, improve execution capabilities, accurately interpret and implement superior directives and requirements, promptly disseminate relevant rules and regulations, and reinforce refined management and compliance‑focused governance, thereby elevating the overall standard of compliant operations and management.

Ideology guides action, and direction determines the way forward. In 2022, under the strong leadership of the Party Committee of the Group (Bureau), our institute will take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, thoroughly study and implement the spirit of the 19th National Congress of the CPC and all plenary sessions of the 19th CPC Central Committee, effectively communicate and apply the spirit of the 20th National Congress of the CPC, unite as one to uphold the new development philosophy and promote high-quality development, prioritize epidemic prevention and control and workplace safety, strive to accomplish all annual goals and tasks, and work tirelessly to build “a first-class functional department, a first-class management team, and a first-class state‑owned geological exploration enterprise.”
