In accordance with the Group (Bureau)’s “Notice on Issuing the Implementation Plan for the 2021 Comprehensive Assessment and Evaluation of the Leadership Team and Leading Personnel,” a fourth‑member supervisory team—comprising Yao Chaomei, Head of the Chief Expert Panel; Huang He, Director of the Discipline Inspection Office; Peng Lei, from the Comprehensive Supervision Office; and Wang Yufei of the Human Resources Department—recently conducted the 2021 comprehensive assessment and evaluation of the hospital’s leadership team and leading personnel, as well as an assessment of the implementation of the Party‑building responsibility system.
On the morning of the 23rd, Huang He, deputy head of the Seventh Supervision Group, chaired an online assessment and evaluation meeting. Yao Chaomei, on behalf of the Seventh Supervision Group, delivered a mobilization address, conveying and emphasizing the Party Committee of the Group (Bureau)’s arrangements and the significant importance of conducting comprehensive performance assessments. She then gave an online Party lecture titled “Fully Grasping the Profound Connotations of the ‘Ten Persistences’ and Continuously Promoting High-Quality Development of the Group’s Talent Work,” in which she elaborated on the scientific substance, internal logic, and far-reaching significance of the historical experience embodied in the “Ten Persistences.” Drawing on the actual conditions of the Group’s (Bureau’s) reform and development, she provided an in-depth interpretation of the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, conducted a thorough analysis of the current state of the Group’s talent pool and its existing shortcomings, and stated that, guided by the spirit of the Sixth Plenary Session, the Group would accurately identify talent needs, strategically plan its talent‑related initiatives, and continuously strengthen its workforce, thereby providing robust talent guarantees and intellectual support for the Group’s high-quality development and for the advancement of China’s chemical and geological sectors.
At the meeting, Wang Qingfeng, Secretary of the Party Committee and Vice President (in charge of daily operations) of our institute, delivered reports on his work and integrity, both on behalf of the institute’s leadership team and in his personal capacity. Following the presentations, a total of 37 participants—including members of the institute’s leadership team, heads of various departments, and employee representatives—participated in an online, secret ballot-based democratic evaluation of the leadership team and its individual members.
On the afternoon of the 23rd, members of the General Administration’s supervision team divided into two working groups and conducted individual online interviews with members of our institute’s leadership team, mid-level managers, and selected employee representatives. They extensively solicited feedback from cadres and employees, comprehensively assessed the performance of the leadership team and its members in fulfilling their duties, and examined key areas including the institute’s Party-building responsibility system, the three-year action plan for state-owned enterprise reform, the personnel selection and appointment system, and the quality of enterprise development.
