The Party Committee of the Group (Bureau) organized a special training session on studying and implementing the “Opinions of the CPC Central Committee on Strengthening Oversight of ‘Principal Leaders’ and Leading Teams.”

　　To thoroughly study and implement the CPC Central Committee’s “Opinions on Strengthening Oversight of ‘Principal Leaders’ and Leading Teams” and relevant directives from higher authorities, and to ensure the effective implementation of related measures, the Party Committee of the Group (Bureau) invited Professor Wang Xipeng of the China Academy of Discipline Inspection and Supervision to deliver a special briefing on the “Opinions” on the morning of November 5. The training was chaired by Comrade Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection of the Group (Bureau), and concluded with a summary address by Comrade Shang Honglin, Secretary of the Party Committee, Chairman of the Board, and Director of the Group (Bureau).

　　Professor Wang Xipeng provided an in-depth analysis from five perspectives: General Secretary Xi Jinping’s important expositions on strengthening oversight of “leading officials”; the importance and urgency of enhancing supervision over “principal leaders” and leading teams; specific measures for supervising principal leaders; mechanisms for overseeing leading teams; and the need to strengthen oversight of subordinate leading teams. His presentation combined theoretical rigor with numerous vivid, real‑world case studies, offering a precise and thorough diagnosis of existing challenges in the oversight process. This work holds significant practical relevance for groups (bureaus) seeking to improve their efforts to oversee principal leaders and leading teams.

　　In his concluding remarks, Shang Honglin emphasized that this specialized training is an important measure to implement the requirements of the CPC Central Committee, the State Council’s SASAC, and the Party Committee of the China National Coal Administration on strengthening oversight of “principal leaders” and leading teams. He urged all participants to thoroughly digest and internalize what they have learned, earnestly place themselves within the scope of this oversight, and proactively accept supervision from organizations at all levels and from all Party members. In doing so, they should conscientiously fulfill their duties and exercise their powers in a standardized manner.

　　Shang Honglin emphasized that strengthening oversight of “leading officials” and leading teams is a major strategic initiative of the Party Central Committee with Comrade Xi Jinping at its core, reflecting a firm resolve to address the longstanding challenges in intra‑Party supervision. All Party organizations at every level must fully and faithfully implement the Opinions as well as all directives and requirements issued by higher‑level Party organizations; they should clarify priorities for oversight, enforce accountability, and improve institutional mechanisms, thereby jointly establishing a supervisory framework in which each level assumes responsibility and ensures effective implementation at every tier. In this way, the achievements made in strengthening oversight of “leading officials” and leading teams will be continuously translated into concrete results that drive innovation and foster long-term stability and prosperity within their respective units.

　　Shang Honglin urged that Party organizations at all levels make full use of mechanisms such as the “First Agenda” and theoretical study sessions of leading groups to organize study and discussion on the Opinions and relevant higher‑level regulations. Members of leading bodies at all levels must earnestly implement the system of heart-to-heart talks, closely monitor and strengthen oversight in areas such as upholding Party leadership, enforcing democratic centralism, and implementing the management system governing prohibited conduct for leading cadres. Meanwhile, publicity departments at all levels should intensify efforts to publicize the study of the Opinions and related higher‑level regulations, fostering a robust learning atmosphere throughout the entire system, thereby providing high‑quality oversight and services to ensure the Group’s (Bureau’s) high‑quality development.

　　More than 300 participants attended the meeting, including members of the Party and administrative leadership teams at the Group (Bureau) headquarters and its directly affiliated units, members of the Commission for Discipline Inspection, mid-level departmental officials, secretaries and committee members of Party branches, as well as all staff of the Commission for Discipline Inspection and the Party and Mass Work departments.
