　　On the morning of October 19, the Group (Bureau) convened a special video conference to provide collective reminders on the换届 (leadership transition) work of the “Two Committees” in its directly affiliated units. The meeting reiterated organizational and disciplinary requirements for the “Two Committees” leadership transitions and further arranged and deployed the ongoing transition process. Wang Yong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection of the Group (Bureau), delivered an important address.

　　Wang Yong pointed out that the elections for the “two committees” in the Group’s (Bureau’s) directly affiliated units are taking place at a pivotal moment—coinciding with the centenary of the founding of the Communist Party of China and the inaugural year of the 14th Five-Year Plan—as well as during a critical period of the Group’s (Bureau’s) transformation and development, a year of vigorous efforts to achieve high-quality growth. These elections bear on the overall situation and the future of the enterprise, making them of great significance. All relevant units must earnestly strengthen their sense of responsibility, mission, and urgency, and, with a highly responsible attitude toward the Party’s cause, ensure that outstanding cadres who are politically strong, professionally competent, skilled in management, willing to take responsibility, and of sound conduct are selected and appointed. At the same time, they should work to build grassroots Party organizations into even stronger and more robust entities, comprehensively enhancing their organizational strength, cohesion, and combat effectiveness.

　　Wang Yong emphasized that all relevant units must, in accordance with the arrangements and deployments of the CPC Central Committee, the State-owned Assets Supervision and Administration Commission, the China National Coal Administration, and the Party committees of the Group (Administration), elevate their political awareness, firmly shoulder and implement their responsibilities, and strictly adhere to the fundamental principles, policy guidelines, and procedural requirements governing the leadership transition, thereby ensuring that the transition is carried out to a high standard and with high quality.

　　Wang Yong emphasized the need to firmly shoulder and implement responsibilities: the Party secretaries of all relevant units must assume primary responsibility; members of the leading bodies should coordinate and collaborate, ensuring meticulous planning and effective execution; and the pertinent departments should work in concert to pool their efforts, thereby guaranteeing the smooth conduct of the “two committees” leadership transition. Measures must be refined and rigorously implemented in accordance with laws and regulations, strictly adhering to internal Party rules such as the Party Constitution, the Regulations on Organizational Work, and the Regulations on Electoral Work, and fully observing all statutory procedures to ensure that every stage of the transition is tightly linked and seamlessly coordinated.

　　Wang Yong called for strict adherence to discipline and an upright electoral atmosphere during the leadership transition, enhanced cautionary education, strengthened oversight throughout the process, and rigorous investigation and punishment of any violations of discipline or law. He emphasized the need to ensure that the election is conducted with integrity and transparency, so as to build a leadership team that is both strong and capable, committed to the new stage of development, the new development philosophy, and the new development paradigm, thereby guaranteeing the smooth achievement of all goals and tasks set forth in the 14th Five-Year Plan period.

　　The meeting also emphasized and clarified the organizational procedures, disciplinary requirements, and relevant precautions for the leadership transition.
