Focusing on the Civil Code, Safeguarding a New Life — A Brief Account of Sinochem Mingda Holding Group’s In-Depth Study and Implementation of the Civil Code


On May 24, 2021, Sinochem Mingda actively responded to the “Notice of the China National Coal Geological Bureau on Organizing and Carrying Out the Thematic Publicity and Implementation Campaign ‘A Better Life—Accompanied by the Civil Code,’” issued by the China National Coal Geological Bureau, and subsequently released its own “Notice on Organizing and Conducting the ‘Mingda Legal Education Series on the Civil Code’ Thematic Publicity Campaign.” The campaign employed a variety of outreach methods, including written materials and short video lessons, to promote understanding and implementation of the Civil Code. A total of nine short video lessons were produced, covering the legislative process and background of the Civil Code, its major significance and fundamental principles, its overall structure, as well as the seven distinct sections—General Provisions, Property Rights, Contracts, Personality Rights, Marriage and Family, Inheritance, and Tort Liability—along with an analysis of the new highlights and changes introduced in each section.

Affiliates of Sinochem Mingda actively participated in study sessions and proactively organized related activities. Mingda Ocean Company conducted vigorous online learning across multiple locations, including its Beijing office, the Zhuozhou office, the Muli Project Office, and the Zunhua exchange venue. The Northeast Company leveraged WeChat Work to invite external legal counsel to deliver specialized lectures. Meanwhile, 21 directly affiliated units—including the Henan Bureau, Jiangsu Institute, Geological Research Institute, Inner Mongolia Institute, Mingda Technology Company, Zhejiang Institute, Shaanxi Institute, Guizhou Institute, and the Base Center—organized centralized study and dissemination events for their leadership teams and staff, yielding positive results in legal education.

Meanwhile, Sinochem Mingda Group has expanded the scope and impact of its learning initiatives through its official website, its official WeChat public account, enterprise WeChat work groups, and DingTalk work groups. Moving forward, our group plans to further implement the China National Coal Administration’s 2021 legal education plan by adopting more innovative approaches—such as case-based legal explanations, interactive quizzes, knowledge competitions, and specialized lectures. While deepening the study, publicity, and implementation of Xi Jinping’s Thought on the Rule of Law, we will also intensify public legal education on policies and regulations closely related to the Constitution, Party internal regulations, state‑asset supervision, and enterprise reform and development, thereby contributing to the continued enhancement of the rule‑of‑law literacy of cadres and employees and to the Administration’s high‑quality development.
