Public Notice for the “Investigation Report on Soil Contamination at the Plot in Xiawang Village, South of the Elevated Bridge Extension of Yingsheng Road, and West of Panhe Avenue South in Tai’an City” Project


At the request of Taian Hengdi Wangyue Real Estate Co., Ltd., our unit (Shandong Geological Exploration Institute of China Chemical Geology And Mining Bureau) conducted an investigation into the soil contamination status of the Xiawang Village plot, located south of Panhe Avenue and west of the southern extension of Yingsheng Road in Taian City.

1. Project Overview and Basic Information

The land area of the surveyed site is 203,819 m². According to the “Xiawang Village Land Use Planning Map” of Tai’an City, the area is designated as urban residential land and commercial‑service facility land within the residential land category. Residential land is classified as Category I land use, while commercial‑service facility land is classified as Category II land use.

2. Overview of On-Site Sampling

A total of 34 soil monitoring sites and 6 background soil sampling sites were established, with 50 soil samples and 6 groundwater samples collected.

3. Test Results

(1) Conclusions of the Soil Environmental Investigation

In the soil samples collected, with the exception of hexavalent chromium, arsenic, cadmium, copper, lead, mercury, and nickel were all detected. The concentrations of these detected parameters did not exceed the screening values for Class I land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018). Furthermore, none of the 27 volatile organic compounds, the 11 semi-volatile organic compounds, or the petroleum hydrocarbons (C10–C40) were detected.

All soil parameters at this site remain below the screening values for Class I land use specified in the “Soil Environmental Quality Standard for Risk Control of Soil Pollution on Construction Land (Trial)” (GB 36600–2018), indicating that the risk to human health is negligible.

(2) Conclusions of the Groundwater Environmental Investigation

Among the groundwater samples collected, with the exception of total hardness, dissolved solids, nitrate, and sulfate, all other monitored parameters fall within the Class I–III groundwater quality standards specified in the “Groundwater Quality Standards.” Neither the “Groundwater Quality Standards” nor the “Guidance for Groundwater Pollution Health Risk Assessment (Trial)” designate total hardness, dissolved solids, or sulfate as toxic or hazardous pollutants requiring risk management; moreover, given their relatively high background concentrations, the associated pollution risks and potential health risks are generally negligible. Although nitrate is classified as a toxicological indicator under the “Groundwater Quality Standards” (GB/T 14848-2017), neither the “Technical Guidelines for Soil Pollution Risk Assessment of Construction Land” nor the “Guidance for Groundwater Pollution Health Risk Assessment (Trial)” provide specific parameter values or extrapolation models for this indicator. The groundwater at this site does not serve as a centralized drinking water source, nor is it used for domestic, agricultural, or industrial purposes. At the monitoring locations, the nitrate concentration detected at sampling point CSY4 (maximum) was below the background value C0, indicating that the impact of nitrate on human health is acceptable.

4. Conclusions and Recommendations

Based on the preliminary sampling and contamination assessment results from Phases I and II of the report, and considering the site’s existing conditions and applicable evaluation criteria, the site within the scope of this investigation is not classified as a contaminated site. The associated risks to human health are negligible, so no further detailed investigation into the contamination status is required. Accordingly, the soil contamination assessment may be concluded, and the planned land use for residential and commercial purposes within the study area is deemed feasible.

During this soil contamination assessment, every effort was made to objectively and accurately characterize the distribution of site‑specific contaminants; however, certain uncertainties remain. The managing entity should implement stringent site management practices to prevent the introduction of external pollutants that could contaminate the site. Should the land use designation or evaluation criteria change in the future, the existing findings of the investigation should be reassessed, and, if necessary, a new soil contamination survey and risk assessment should be conducted.
