II. Eligibility Requirements for Applicants:
1. Applicant Shall be registered within the territory of the People’s Republic of China, Having the capacity to independently assume civil liability 。
1.1 If the supplier is a corporate legal entity, please provide a copy of its business license bearing the Unified Social Credit Code.
1.2 If the supplier is a corporate entity, please provide a copy of its “Unified Social Credit Code Corporate Registration Certificate.”
1.3 If the supplier is another organization: provide a “certificate of authorization to practice issued by the competent authority” or a copy of the business license.
1.4 If the supplier is an individual: provide “identification documents.”
2. Possesses a good business reputation and a sound financial accounting system.
3. Possesses the equipment and specialized technical capabilities necessary to perform the contract.
4. Has a good record of lawfully paying taxes and social security contributions.
5. Within the three years prior to participating in this procurement activity, there have been no significant violations of laws or regulations in business operations.
6. Has not been listed on platforms such as the National Enterprise Credit Information Publicity System, the China Execution Information Disclosure Website, the China Judgments Online, or Credit China, including in categories such as the “blacklist” of bribery offenders, persons subject to enforcement who have lost credibility, lists of untrustworthy enterprises, or records of unlawful litigation.
7. There is no conflict of interest with the procuring entity.
III. Deadline and Venue for Submission of Quotation Documents
Deadline: February 27, 2026, 09:00 a.m. (Beijing Time). Quotation documents must be delivered to the North Building Conference Room, No. 80 Lishan Road, Lixia District, Jinan City, Shandong Province, prior to the quotation deadline; late submissions will not be accepted.
IV. Other Matters
1. Suppliers shall contact the designated liaison within the announcement period to obtain the procurement documents.
2. Response documents must be delivered before the submission deadline; any documents submitted after the deadline will not be accepted.
3. Any matters not covered herein shall be governed by the procuring entity.
