On August 1, the China National Bureau of Coal Geology convened an ideological work conference to thoroughly study and implement the important expositions of General Secretary Xi Jinping on ideological work, analyze and assess the current situation and tasks in the ideological sphere, adhere to a problem-oriented approach, summarize effective practices, and outline key priorities for the next phase. Jia Chunqu, Secretary of the Bureau’s Party Committee, attended the meeting and delivered a speech; Ma Gang, Deputy Secretary of the Party Committee and Director, conveyed and studied the relevant directives; Xiao Xiangli, Member of the Party Committee and Secretary of the Commission for Discipline Inspection, chaired the meeting; and members of the leading team based in Beijing also participated.
Jia Chunqu pointed out that, in recent years, under the leadership of the State Administration’s new Party Committee, Party organizations at all levels throughout the organization have earnestly studied and implemented Xi Jinping Thought on Culture and General Secretary Xi Jinping’s important expositions on ideological work. They have consistently regarded the effective conduct of ideological work as a major political responsibility, giving it high priority and ensuring steady progress. Overall, ideological work has improved and advanced. The Party’s leadership over ideological work has remained strong and robust; the Party’s innovative theories have taken root in the minds of officials and staff and yielded tangible results; institutional mechanisms have been further refined and strengthened; and efforts to publicize, guide, and manage ideological frontlines have been continuously reinforced, thereby effectively safeguarding the security of the State Administration’s ideological sphere.
Jia Chunqu emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important expositions on ideological work, deeply recognize the paramount importance of this work, and further strengthen both a sense of responsibility and a sense of urgency in carrying it out. He called for raising political awareness, reinforcing accountability, cultivating a sense of vigilance, and bolstering confidence in victory, ensuring that every level of the Administration fulfills its duties, takes responsibility, and performs them conscientiously, thereby fostering a favorable public opinion environment for the Administration’s reform and development. It is imperative to rigorously enforce the “five‑responsibility coordination” mechanism and further consolidate leadership over ideological work. Party organizations at all levels within the Administration must assume primary responsibility and fully exercise their leadership role in setting direction, overseeing the overall situation, and ensuring implementation; secretaries of party organizations at each level must fulfill their responsibilities as the principal persons in charge of ideological work, taking the lead in this area by setting the tone, guiding orientation, managing key platforms, and strengthening the workforce; members of leading bodies must uphold the principle of “dual responsibility for each post,” bearing leadership accountability for the tasks within their purview; relevant departments must assume their post‑specific responsibilities; and all Party members and staff must shoulder their specific duties.
Jia Chunqu urged that we focus on key tasks and further strengthen the ideological‑work safety barrier. We must reinforce theoretical education to solidify the foundation of our ideals and convictions, making the study of the Party’s innovative theories the top political priority and integrating it into the learning plans of theoretical study groups at all levels, the content of cadre education and training, and the “Three Meetings and One Lesson” system of primary-level Party organizations. We should intensify positive publicity and guidance, firmly uphold the correct political orientation, and comprehensively and multi‑dimensionally publicize and showcase the Administration’s dynamic practices—centering on its core responsibilities, highlighting its principal areas of work, continuously building a geological “three‑army,” striving to be “three vanguards,” and effectively fulfilling its “three roles.” We must strengthen management of information‑dissemination platforms and fortify the cybersecurity defense, rigorously implementing the principles of “whoever is in charge takes responsibility,” “whoever approves is responsible,” and “whoever publishes is responsible,” while enhancing oversight and guidance over information released across all online channels. Finally, we need to bolster team building, consolidate the foundations for development, and cultivate a propaganda and ideological‑work force that is politically steadfast, highly competent, pragmatic and innovative, and capable of achieving victory.
At the meeting, four organizations—the Aerial Survey Bureau, the Guangdong Bureau, the Jiangsu Bureau, and the New Media Center—delivered presentations.
