BEIJING, Aug. 4 (Xinhua) — Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, recently issued important instructions on soliciting and incorporating opinions and suggestions from internet users in the preparation of the 15th Five-Year Plan. He emphasized that the online consultation campaign for drafting the plan has enjoyed high participation and broad coverage, serving as a vivid example of whole-process people’s democracy. The general public has actively offered advice and proposals, putting forward many valuable suggestions, which relevant departments should carefully study and adopt. Party committees and governments at all levels must remain committed to a people-centered approach, conduct extensive and in-depth investigations into the conditions of the people, listen to their voices, and pool their wisdom, thereby forging a powerful synergy to advance Chinese modernization and continuously fulfill the people’s aspirations for a better life.

To implement the important instructions of General Secretary Xi Jinping on upholding scientific, democratic, and law-based decision-making and on ensuring the high-quality completion of the formulation of the 15th Five-Year Plan, from May 20 to June 20 this year, a public consultation campaign was launched. Dedicated sections were set up on the official websites and news apps of People’s Daily, Xinhua News Agency, and China Media Group, as well as on the “Study in China” learning platform, to solicit opinions and suggestions from all sectors of society. The campaign received a total of over 3.113 million submissions from netizens, providing valuable input for the preparation of the 15th Five-Year Plan.
