Charting a New Vision for the Future and Embarking on a New Journey of Development: The China National Bureau of Coal Geology Holds the Kick-off Meeting for the Formulation of the 15th Five-Year Plan.

On June 20, the China National Coal Geological Bureau convened in Beijing a kickoff meeting for the preparation of its 15th Five-Year Plan. The meeting aimed to thoroughly study and implement the important instructions and directives of General Secretary Xi Jinping on the formulation of the 15th Five-Year Plan and on the reform and development of state-owned assets and enterprises, fully carry out the work arrangements of the CPC Central Committee and the State Council, and fulfill the requirements of the SASAC under the State Council, thereby laying out the Bureau’s plan‑making efforts for the 15th Five-Year Period. Gui Gang, Deputy Director of the Planning and Development Department of the SASAC, attended the meeting to provide guidance and deliver a speech. Jia Chunqu, Secretary of the Bureau’s Party Committee, presided over the meeting and set forth specific work requirements; Ma Gang, Deputy Secretary of the Party Committee and Director of the Bureau, chaired the session, conveyed the spirit of relevant documents from higher authorities, and presented the “Preliminary Plan for the Preparation of the Bureau’s 15th Five-Year Plan.” Also in attendance were Fan Baoying, Ju Yitai, and Wang Yanqing, members of the Bureau’s leadership team based in Beijing.

The meeting noted that the formulation of the 15th Five-Year Plan represents the General Administration’s entry point and focal area for implementing national strategies, a strategic move to break the deadlock in response to profound transformations within the industry, and an intrinsic necessity for the Administration’s “rebirth through adversity.” High‑quality preparation of the 15th Five-Year Development Plan is of great significance for the Administration to seize new opportunities, address emerging challenges, open up new prospects, achieve high‑quality development, and fulfill the “three roles” of a centrally‑managed geological exploration enterprise while striving to be at the forefront in these three areas.

The meeting emphasized that, during the 15th Five-Year Plan period, the Administration must remain committed to high-quality development as its central task, guided by the goals of safeguarding national energy and resource security, integrating into the new development paradigm, fostering new‑type productive forces, building a modern industrial system, and accelerating scientific and technological innovation. With the aim of better leveraging the “three roles” of central enterprises, striving to be “three vanguards,” and shaping the Administration into a “three‑army” force, the Administration will take the “five focal points” as the key to breaking new ground in planning and meticulously formulate the 15th Five-Year Plan. First, we must focus on assessing the situation and formulate a strategic positioning for high-quality development. It is essential to clarify the company’s own development foundation, accurately assess the competitive landscape, and grasp the development trends of specific market segments. Second, we must focus on our functions and missions and formulate high-quality strategic development goals. It is necessary to precisely design a resource‑guarantee indicator system aligned with the CPC Central Committee’s strategic plans and national strategies, to meticulously formulate an economic indicator system that enhances the “five values,” and to develop implementation pathways based on these indicator systems. Third, we must focus on our core responsibilities and prioritize our principal business, laying a solid foundation for a high-quality development strategy. We must accelerate the forward-looking planning and deployment of emerging and future industries, such as geothermal energy and artificial intelligence; expedite the transformation and upgrading of traditional industries; and hasten the cultivation of new‑type productive forces in the geological exploration sector. Fourth, focus on transforming growth drivers and devise strategic engines for high-quality development. Fifth, focus on organizational development and design strategic support systems for high-quality development. 。

The meeting emphasized that the preparation of the 15th Five-Year Plan is both a major political task and a critical development undertaking, requiring broad and in-depth participation from all units and departments across the board, as well as proactive contributions of advice and proposals. First, we must strengthen the Party’s leadership and ensure that principal responsibilities are firmly assumed. The “Five-Responsibility Coordination” mechanism must be fully implemented throughout the entire planning process. The Party Committee of the General Administration shall assume primary responsibility for planning, comply with the requirements of the Measures for the Administration of Development Plans for Central Enterprises, and strengthen leadership over the entire planning process. Second, we must prioritize collaborative cooperation and pool our efforts. The Planning and Development Department, as the lead department, shall strengthen coordination and work closely with the dedicated planning task force to ensure the smooth implementation of all planning‑related tasks. All departments at headquarters, members of the planning task force, and all directly affiliated units are required to adhere to the division of responsibilities outlined in the “Preliminary Plan for the Formulation of the 15th Five-Year Plan” issued by the General Administration, assuming their respective roles and undertaking their assigned tasks. Third, we must adhere to the principle of open planning and enhance the quality and effectiveness of our plans. It is essential to broaden and deepen research, break free from cognitive inertia and path dependency, comprehensively leverage advanced strategic management tools, develop precise and specialized analytical models, thoroughly assess the inventory of production factors, and enhance the scientific rigor of planning as well as the efficiency of its preparation.

The meeting was held both in person and via video conference. More than 350 participants attended, including the head of the Coal Geology Branch of the China National Coal Association; officials at or above the fourth-level within the General Administration’s headquarters, members of the special task force responsible for drafting the plan, and all staff of the Planning and Development Department; as well as leadership team members and heads of functional departments from each directly affiliated unit, along with leaders of selected key third-tier enterprises.
